Adopted Amendments
The Land Conservation and Development Commission (LCDC) adopted amendments to the Transportation Planning Rule (TPR) at their meeting December 9, 2011. The amendments have been filed with the Secretary of State and are effective January 1, 2012.
 

Background

On April 20, 2011 the Land Conservation and Development Commission (LCDC) directed the Department of Land Conservation and Development (DLCD) to initiate an administrative rulemaking project to review Section 0060 of the Transportation Planning Rule (Oregon Administrative Rule 660-012-0060). The decision was based on a recommendation prepared by a joint subcommittee of LCDC and the Oregon Transportation Commission (OTC).
 
LCDC appointed an rulemaking advisory committee to consider the issues and make a recommendation on rule amendments.  The result of the the work by the committee was the Public Review Draft (October 25).

Coordination with OHP
The process to amend the TPR was coordinated with work done by the Oregon Department of Transportation (ODOT) to amend the highway mobility standards within the Oregon Highway Plan (OHP). More information is available on the ODOT website.

Rulemaking Advisory Committee

Joint Subcommittee of LCDC and OTC
The Land Conservation and Development Commission (LCDC) and the Oregon Transportation Commission (OTC) established a joint subcommittee to make recommendations on the scope and process for amending the Transportation Planning Rule (TPR) Section 0060 and the Oregon Highway Plan (OHP) mobility standards.
 
Recommendations on Amendments to Transportation Planning Rule 0060 and Oregon Highway Plan
 
The recommendations were approved by the Oregon Transportation Commission at their meeting April 20, 2011 and by the Land Conservation and Development Commission at their meeting April 21, 2011.
