Meet Our Board Members
Brad Betz - Radiation Therapy Member



     
D. Brad Betz, RT(T)(ARRT) -  Brad Betz serves as our Radiation Therapy Member on the Board of Medical Imaging.  He has over twenty years of experience in the field of radiation therapy, both in Canada and the United States.  He is currently the Director of Oncology Services for Samaritan Health Services in Corvallis.  He is also the Director of the Samaritan Pastega Regional Cancer Center and Mario Pastega House.

Brad is very interested in promoting professionalism and strong ethics in radiation therapy.  He is a huge patient advocate and has also helped to draft Samaritan Cancer Program's mission of trust, compassion and quality care.  Brad's role on the OBMI Board will be to ensure that the interests of our oncology population are held in high regard.  He is dedicated to radiation safety and process improvement.  Brad began his appointment on March 2015.

 
Ron Boucher, MD - Physician Member

     

Ron Boucher, MD - Dr. Boucher serves as one of our Physician Members on the Board of Medical Imaging.  Dr. Boucher began his appointment on March 2015.  Biography to come.

Robyn Cole - Sonography Member

 


Robyn Cole, RDMS(AB,BR,OB/GYN) RVT (VT) - Robyn Cole serves as our Sonography Member on the Board of Medical Imaging.  Robyn is registered with the American Registry of Diagnostic Medical Sonographers (ARDMS) in Abdomen, OB/GYN, Breast, and Vascular Technology.  Following graduation from Oregon Institute of Technology (OIT), she was employed at Rogue Valley Medical Center in Medford and St. Charles Medical Center in Redmond.  She joined the faculty of OIT in 2004, and became sonography program director starting in 2010, and currently serves as the OIT Faculty Senate President. 

In addition to a S.S. from OIT in Diagnostic Medical Sonography, Robyn holds an M.S. from Western Governors University in Information Technology Management.  She has been involved in numerous aspects of ultrasound including partnering with health care providers, lecture symposia, and contributing to published scientific papers.
Steven Edelman, MD - Physician Member


     
Steven Edelman, M.D. is a Board Certified Diagnostic Radiologist with over 40 years experience in the field.  He is a graduate of Stanford University Medical School and trained in diagnostic radiology at Stanford University and OHSU. He was a lieutenant commander in the Navy where he served for two years as Chief of Radiology at Whidbey Island Naval Hospital. Dr. Edelman was the founder of McMinnville Imaging Associates practicing with this group at Willamette Valley Medical Center, McMinnville, Oregon from 1975 until his retirement in 2014. His practice consisted of almost all aspects of general radiology including plain films, MRI, CT, ultrasound, mammography, nuclear medicine, and image guided biopsies. He has extensive experience as a radiation safety officer both in the Navy and in private practice and holds a Registered Vascular Ultrasound credential. In addition, directly mentoring medical, ultrasound, and radiology technology students was a significant career focus.  Dr. Edelman has lectured both in Oregon and in Israel on various subjects including shoulder ultrasound, sentinel node technique for breast cancer, fluoroscopic guided lumbar spine pain control techniques, and breast tomosynthesis. Currently, he is doing fMRI research at OHSU's  Advanced Imaging Research Center and does occasional locums work in various parts of the United States.  
Katharine Hopkins, MD - Physician Member

 

  
Katharine Hopkins, MD - Dr. Hopkins has served as a Physician Member of the Board of Medical Imaging since October 2015.  She received her medical degree from the University of California in San Francisco, and she completed her diagnostic radiology residency at Stanford University.  Her fellowship in Pediatric Radiology was completed at Emory University in Atlanta, Georgia.

Dr. Hopkins specializes in imaging children.  She is certified by the American Board of Radiology in both Diagnostic Radiology and Pediatric Radiology​ and has over 25 years of experience in the imaging field.  She has been on the faculty of Oregon Health & Science University since 2001 and has served as the Chief of Pediatric Radiology at Doernbecher Children's Hospital for over 15 years, where she advocates for safety and excellence in medical imaging.





David Howe - Advisory Member


    

David Howe, Section Manager, serves as one of our Advisory Members to the Board of Medical Imaging David is employed with the Radiation Protection Services (RPS) Section in the Public Health Division of the Oregon Health Authority.  Radiation Protection Services works to promote the health and safety of the people in Oregon by protecting them from unnecessary exposure to radiation. Radiation exposure can come from a variety of sources including: X-ray equipment, radioactive materials, tanning beds and other radiation-generating devices. 

 

Rick Hoylman - Nuclear Medicine Technology Member



    
Rick Hoylman, CNMT(NMTCB) - Rick serves as our Nuclear Medicine Technology Member on the Board of Medical Imaging.  Rick began his appointment on March 2015.  Rick has over 20 years of experience in the field of Nuclear Medicine.  Rick has taught Nuclear Medicine Technology at Oregon Tech University in Klamath Falls, OR for thirteen and a half years and has served as the Program Director since 2006.
 
Rick is particularly dedicated to the field of Nuclear Medicine and Molecular Imaging and is passionate that patients and their families receive the highest level of care medical imaging specialists can provide.  Rick is also very committed to setting high standards of professionalism for working professionals, as wells as students in training, and holding them to those standards.

  
Kelly Karraker - Radiography Member

Kelly Karraker, RT(R)(CT)(ARRT), is our Radiographer Board Member, and is currently employed at Oregon Imaging Centers as a Computed Tomography (CT) and Diagnostic Technologist.  In 2011 she earned a B.S. Degree from the University of Oregon and in 2014 she graduated from the Linn Benton Diagnostic Imaging Program.  She started serving on the Board as a Public Member with the goal in mind to one day become a licensed Board Member.  After recently becoming licensed the perfect opportunity arose for her to transition into the position as the Boards Radiographer Member.  Kelly began her appointment on April 2013.
 
Kelly's personal statement is:  "As the Radiography Member to the Board, my goal is to advocate for patient safety and quality care while ensuring the utmost standards in the profession.  My hope is to represent my profession and be a part of something that works toward bettering the profession of Radiography and the healthcare field in its entirety."
 
 
 

 

Wayne Lemler - Magnetic Resonance Imaging Member

Wayne Lemler, RT(R)(MR)(ARRT), A.A.S., B.S., MBA (HCA), a resident of Elmira, recently retired from McKenzie Willamette Medical Center in Springfield, where he was employed as lead MRI technologist. His past experience in radiology includes posts as director of diagnostic imaging, assistant director of diagnostic imaging, chief technologist, and adjunct faculty in radiologic sciences. 

Wayne’s focus is to insure that Oregonians receive the highest quality diagnostic imaging procedures, and to insure that these services are provided in an ethical, efficacious and safe manner. Wayne currently fills the MRI Technologist position on the board.  Wayne began his appointment on April 2011. 
 

 

Ellen Voss - Public Member - 1

  

    
Ellen M. Voss joins OBMI as one of our Public Members.  She is an attorney and a partner in the Portland office of Lewis Brisbois, and has practiced extensively in the area of health care law and policy.  A graduate of Willamette University College of Law, she has memberships including the Oregon and Washington State Bar Associations, as well as the American Health Lawyer's Association.

By volunteering to serve on the Board, Ellen feels that she can use her experience in the health care field to help assure that the state's health regulatory system is effective in protecting the citizens of Oregon.
