GENERAL ANNOUNCEMENTS

2024 Smarter Balanced State Network of Educators: Tools for Teachers Instructional Resource Author Recruitment is Now Open (REPEAT)

Recruitment is now open for the 2024 State Network of Educators (SNE) Summer Workshops scheduled for July 9-11, 2024 held in Portland, OR, at the Embassy Suites by Hilton Portland Downtown. Selected educators will be asked to write instructional resources in Language Arts or Mathematics that align to Oregon’s assessment targets and standards. The workshop is also a great chance to meet and learn from colleagues across member states. New and returning educators are encouraged to apply using this Interest Form by 5:00 PM PT on Friday, April 19.

ELPA

ELPA Domain Exemption Guidance Updated (REPEAT)

The guidance document Domain Exemptions on ELPA: Definitions and Examples (found on the ELP Assessment page in the Guidance pulldown) has been updated with the following changes.

  • The document now explicitly mentions and discusses multiple tests in the ELPA suite (Alt ELPA, ELPA Screener, ELPA Summative).
  • Language about appropriateness of domain exemptions now more closely mirrors federal language. These revisions are intended to increase clarity and reduce subjectivity regarding domain exemption decisions.
  • A text-to-speech Reading example has been added alongside the existing Braille example.
  • Student-level questions have been removed. ODE hopes to replace these with more helpful scenario-based guidance in the future.
  • A note on ODE domain exemption monitoring was added.

Please contact Mason Rivers, Special Education Assessment Specialist, with questions regarding the Alt ELPA and test accessibility. Please contact Ben Wolcott, ELPA Specialist, with questions regarding ELPA testing.

EARLY LEARNING TRANSITION CHECK-IN (ELTC)

ELTC Pilot in 2024

As reported at the April DTC Webinar, the future scope of the design was pending based on engagement and legislation. There was no legislation passed in 2024 that would speed up the ELTC statewide implementation timeline. Therefore, the first component of the ETLC will NOT be required statewide Fall 2024. At this point, there is no confirmed date of statewide implementation.

Even without legislation, 50 schools are slated to join the pilot process in 2024 and many more school districts are starting the process by adjusting the beginning of the year schedule for entering kindergarteners and communicating with staff and families about this upcoming change in practice.

During this upcoming pilot, ODE and DELC will continue to:

  • engage with community to learn more about process and finalize questions
  • finalize the methodology to analyze the qualitive data
  • collaborate and build capacity to support data entry and reporting

To learn the more about the Community Informed Information Gathering Process at Kindergarten, please visit the webpage.

For any additional questions, please contact Sody Fearn, K-2 Balanced Assessment Specialist.

2023-24 New School Status Requests due May 1, 2024 (REPEAT)

Oregon Department of Education annually provides schools an opportunity to request that the Accountability Detail Sheets take into account boundary changes due to modifications to attendance areas, restructuring of schools (e.g., consolidation, separation, etc.), or changes to grade configurations. Schools should use the Boundary Change Calculator for 2023-24 Accountability Reports to request New School status if they experience a significant change in student enrollment between school years.

If you feel that it would be appropriate to request New School status, please visit the Accountability Details webpage under the “Tools” menu to access 2023-24 Boundary Change Calculator and other pertinent information.

Please submit required materials for New School Status by May 1, 2024. ODE will respond with a decision concerning the request by mid-June.
