2011 Elliott State Forest Management Plan
During 2010 and 2011, the Oregon Department of State Lands and Oregon Department of Forestry (ODF) revised the long range plan for managing the Elliott State Forest. The 93,000-acre, state-owned forest is located in the Coast Range between Coos Bay and Reedsport.
Ninety-one percent of the forest is Common School Fund land, owned by the State Land Board with the remaining lands owned by the Oregon Board of Forestry. The goal for managing Common School Forest Lands is to generate the greatest amount of revenue in the long run for the Common School Fund consistent with sound techniques of land and timber management. Board of Forestry Lands are managed to provide healthy, productive, and sustainable forest ecosystems that over time and across the landscape, provide a full range of social, economic, and environmental benefits to the people of Oregon.
The 2011 forest management plan (FMP) will replace the current plan adopted by the State Land Board and Board of Forestry in 1994.
The 2011 forest management plan uses ODF take-avoidance policies to comply with the federal Endangered Species Act, and has many similarities to the approach taken on other state-owned forestlands. The FMP has a range of expected outcomes for three different forest stand types; designates portions of the forest as conservation areas; protects streams; and retains live trees, snags and downed wood to benefit wildlife over time in harvested areas. The draft plan was further revised following public comment and staff analysis. The administrative rulemaking process towards permanent adoption of the 2011 Draft Elliott State Forest Management Plan was authorized by the Board of Forestry at its April 2011 public meeting. The rulemaking process included an additional 90-day public comment period, two public hearings, and review by the Board of Forestry and State Land Board.
