A forest stand
The Federal Forestlands Advisory Committee, appointed by the Oregon Board of Forestry, has been charged with developing a document that articulates the State's vision for how forests should be managed to contribute to the sustainability of Oregon's overall forestland base.  Some 58 percent of Oregon's forests are federally-owned.
The committee, formed to help the Board meet Governor Kulongoski's mandate to give Oregonians a greater voice in the management of federal lands, represents a broad range of interests.
The group will seek public input, and will work directly with the Board in developing the document, which is expected to propose specific policy steps necessary to achieve the vision that has been crafted.
Once finalized by the Board, the document will be submitted to the Governor for review.  In its final form, it is intended to be used to articulate Oregon's interests at the national policy level, and to guide the state's participation in local processes for planning the future of federal forests.

Status of the Committee's Work
The Federal Forestlands Advisory Committee's Working Vision Statement for Federal Forestlands:
Federal forestlands in Oregon are a legacy, a refuge and a resource, loved and celebrated by our citizens, inhabited by healthy populations of fish and wildlife, managed with humility, wisdom and innovation to sustain the economic, environmental, social and cultural well-being of our rural and urban communities.

The Federal Forestlands Advisory Committee is fully formed and organizational materials for the committee are available in that section on this website.  These materials include the committee's charter, operating principles, and procedures for public comments.
To prepare the Committee for their work in identifying goals for federal forestlands and the key issues that are facing those lands, the committee has received presentations on the current situation, and continues to review draft materials relating to that situation assessment.
The Committee has adopted their working vision statement for federal forestlands in Oregon, and the key issues that the Committee will discuss and provide recommendations to address in their final work product.
To begin this discussion about the issues facing Oregon's federal forestlands, the Committee received a presentation from the USDA Forest Service Pacific Research Station on Climate Change at their meeting on March 9, 2007, and four presentations from a variety of panelists at their meeting in Bend on May 15, 2007 - regarding forest ecology, biomass, wildfire, and forest policy issues surrounding wildfire - all relating to the issue of natural processes.
On June 5, 2007, the committee met jointly with the Oregon Board of Forestry to review the committee's work on draft goals and issues, and discuss that work.
In July 2007, the committee finalized the key issues that they would focus their time working on, along with a plan to schedule these issues for discussion, and a process for moving forward, as well as continued work on the natural processes issue.
As part of their work on the focused key issues, meetings in September and October, 2007 focused on the water quality, juniper, forest roads, forest insect pests, and forest health components of the key issue on the natural disruption of forest processes.  At the November and December, 2007 committee meetings, the presentations and discussions were about timber harvest and infrastructure issues. January and February 2008 discussions focused on old growth; discussions in March and April 2008 were about process to coordinate federal forestland policy decisions and federal forestland funding.
Subgroups on the issues discussed are working on drafting recommendations that are being brought forward for discussion and decision during regular committee meetings.  On June 3, 2008, the committee will met in the morning to discuss the final package of recommendations and in the afternoon, presented this package during a joint meeting with Oregon Board of Forestry for their discussion and future decisions about the product that will be provided to the Governor by January 2009.
Following Board and committee discussion on June 3, 2008, and further committee discussion on July 14, 2008, subgroups concluded their work on refining the package for final Board of Forestry consideration.  That work was completed and a draft Guidance Document - Oregon's Vision for Federal Forestlands - was sent out for public review and comment from August 7 through September 8, 2008.  A subgroup refined the document in response to public input for committee review and discussion in October, and that was a focus of discussion during the committee's October 28 meeting, in preparation for presenting and discussing the revised version of the Guidance Document at the Board of Forestry's meeting on November 7, 2008.
Following review and comment from the Board on November 7, 2008, the final Guidance Document was presented to the Board of Forestry on January 7, 2009, with the edits being approved and the draft Guidance Document adopted.  Discussions were also held regarding implementation and roll-out, which will still be determined.
