Satish Upadhyay ("oop’-uh-dee’-uh") started Nov. 16 as Oregon Department of Forestry’s (ODF) new Administrative Services Division Chief. A native of Nepal, he has worked in Oregon state government for two decades, serving the past 13 years as a policy and budget analyst with the Department of Administrative Services (DAS).
 
No stranger to the Department of Forestry, Upadhyay has spent the past five years as DAS’s assigned policy and budget analyst to ODF.
 
"The Department of Forestry’s budget is one of the most challenging I have come across in state government," he said, having served as policy and budget analyst for some 30 Oregon state agencies over the years. "The revenue structure and the way the agency is funded are complex."
While the department’s multiple funding sources and other fiscal intricacies are professionally demanding, part of the attraction of the job was ODF’s close involvement with the public.
"I like the mission of ODF and its value to the public," he said. "In field meetings I attended as a policy and budget analyst, I saw first-hand the interactions of fire associations with department staff."
 
Upadhyay began his career in Oregon state government in 1989 as a professional placement representative with the Employment Department, later working as a tax auditor there. He then moved to the Oregon Liquor Control Commission, where he conducted financial investigations and did enforcement work.
 
Upadhyay holds a master’s degree in business administration from India’s University of Allahabad, and a master’s degree in taxation from Portland State University. Prior to his graduate studies, he earned a baccalaureate in economics and political science at India’s Punjab University.
He resides in Tigard with his wife, Saroj, and their two children. He works out of the Department of Forestry headquarters office in Salem.
