Governor to address Forestry Board on Nov. 3

Gov. John Kitzhaber will present the Oregon Board of Forestry with vision and guidance regarding the management of state-owned forestlands - as well as his thoughts on public forests overall and critical issues facing forest management today - when he addresses the board in Forest Grove on Nov. 3.
 
On Nov. 4, the board will tour family-owned woodlands in the Forest Grove area.
 
Items on the agenda for the board’s Nov. 3 business meeting include:
  • Stream function and temperature research update – Oregon Department of Forestry (ODF) staff will present updated findings from a long-term study of changes in stream temperature after timber harvest. The board will be asked to consider the implications of the findings, including the potential need to revise rules to ensure that adequate shade is retained along streams.
  • Elliott State Forest management – Staff will present a revised plan for management of the Elliott State Forest, near Reedsport, for final approval. The plan increases the annual harvest from the current 25 million board-feet to about 40 million board-feet; increases the proportion of older forest habitat across the landscape from the current 43 percent to 50 percent over the next 35 years; and designates almost a third of the forest as “conservation areas,” unavailable for harvest. The forest, owned by the State Land Board and managed through an agreement with ODF, provides revenue for schools, as required by Oregon’s constitution. The Land Board, which consists of the governor, state treasurer and secretary of state, approved the plan on Oct. 11.
  • Mary Rellergert Forestry Education award – The board will honor individuals and organizations that have made significant contributions to public education and understanding of forestry in Oregon during the past year.
 
Meeting time and location
The board meeting will begin at 8:30 a.m. at the Forest Grove Community Auditorium, 1915 Main St., in Forest Grove. It is open to the public. During a general comment period at the beginning of the meeting, public comment will be received on forestry-related items that are not included in the agenda. Time is also provided for comment on specific agenda items as the board takes them up. However, some agenda topics, such as the Elliott State Forest management plan, have had previous public comment periods that are now closed.
 
Board of Forestry tour Nov. 4
On Nov. 4, board members will tour the forests of several small woodland owners in the area. Members of the public are welcome to accompany the tour but must provide their own transportation. A pre-tour briefing will be held at 7:30 a.m. at the McMenamin’s Grand Lodge in the Compass Room, 3505 Pacific Ave., in Forest Grove.
