Foster Care Complaints

Foster Care Ombuds

We are an independent resource to investigate complaints, concerns or violations of rights for children in the custody of the Oregon Department of Human Services. We are part of the Governor's Advocacy Office.

​The Ombuds position was created in 2013 when Senate Bill 123 was passed. This position is the result of legislation developed and passed by current and former foster youth.

We receive, investigate and help resolve complaints and concerns from a wide range of people. This includes f​oster youth, parents and ​relatives, CASAs, attorneys, social workers and many others​.

We ​operate the Youth Empowerment and Safety (Y.E.S.) line (855-840-6036). This hotline is available to any ODHS foster child at all times. This ensures children in foster care can make complaints and assert grievances about their care, safety or well-being.

If you are a ​​current or former foster youth, or if you have concerns or complaints about a child or youth in foster care, the staff at the Ombuds Office will:​

  • Listen to your concerns
  • Document your complaints
  • Gather relevant information
  • Remain neutral and impartial
  • Provide information on how to help

How to file a complaint

You can choose how you want to file a complaint. You don't have to use the complaint form. It's provided as an option and can help you organize your complaint.

The Ombuds office is required to provide quarterly reports to the Governor with a summary of services provided and recommendations about the Department.
