The Oregon Department of Transportation (ODOT) is again sponsoring Small Business Management (SBM) Year I at the Small Business Development Center. The SBM class at the CLIMB Center for Advancement at Portland Community College meets the 2nd Wednesday of each month, starting October 10, 2012 and continuing through June 12, 2013.

Notice - Disadvantaged Business Enterprise Goal Federal Fiscal Years 2014 - 2016

This serves as notice of the Oregon Department of Transportation’s proposed overall Disadvantaged Business Enterprise (DBE) goal of 14.68% for Federal Highway Administration-funded projects. The agency would expect 11.5% of the overall goal to be met through race- and gender-neutral measures, and 3.18% through race- and gender-conscious measures in accordance with the agency’s USDOT-approved DBE program waiver currently in effect.

The Oregon Department of Transportation lets projects in a variety of scopes and sizes. As of May 31st, 2013, the 6 month project letting schedule includes the following estimated project sizes:
- 10 projects - 100,000 - $500,000 range
- 7 projects - $500,000 - $1,000,000 range
- 19 projects - $1 - 2 million range

Oregon law requires ODOT to expend one-half of one percent up to an amount of $1.5 million of the federal funds received each biennium by the Department of Transportation to increase diversity in the highway construction workforce and prepare those interested in entering the highway construction workforce.

Oregon Small Business Initiative
The Oregon Department of Transportation, the Oregon Association of Minority Entrepreneurs, and the Oregon-Columbia Chapter of the Associated General Contractors have joined forces.
What does the initiative do?
- Train MWESBs and subcontractors on general business subjects, with additional ODOT-specific information that could include training with specific prime contractors
- Train prime contractors on diversity, mentoring, and small business issues

ODOT and the Office of Civil Rights remain committed to ensuring ODOT is not merely complying with its civil rights program requirements, but has a robust program that encourages diversity and ensures equal opportunity.

Update on the DBE Program
- Waiver: The U.S. Department of Transportation (USDOT) has approved ODOT's DBE Program waiver modification request for Federal Fiscal Years 2013 - 2015. The modified waiver applies to those groups for whom statistically significant disparities between availability and utilization exist.
- Goal: FHWA approved ODOT’s revised overall DBE goal for Federal Fiscal Year 2013. The approved overall goal is 16.95%. For more information, see the DBE page under Resource Documents.
