HIE Onboarding: Request for Proposals

The Community-Based HIE Onboarding Program RFP is closed.

The opportunity for proposers to submit Proposals for the Health Information Exchange (HIE) Onboarding Program Request for Proposals (RFP), entitled Community-Based Health Information Exchange Onboarding Program (OHA-4330-17), is closed as of December 6, 2017 at 3:00 p.m.

Please do not direct any questions about the RFP to the staff at OHA’s Office of Health IT (OHIT) or any other state employee. The Community-Based HIE Onboarding Program RFP is open!

The Oregon Health Authority (OHA) is pleased to announce that the Request for Proposals (RFP) for the Health Information Exchange (HIE) Onboarding Program, entitled Community-Based Health Information Exchange Onboarding Program (OHA-4330-17), is now posted on the Oregon Procurement Information Network (ORPIN), located at https://orpin.oregon.gov. See below for RFP description.

The RFP OHA-4330-17 and related attachments can be found within the ORPIN system. If you do not have an ORPIN account, please use this guide to set one up.

The RFP closes on December 6, 2017 at 3:00 p.m. (Local Time).

NOTE: Do not direct any questions to the staff at OHA's Office of Health IT (OHIT).  All Proposers must follow the RFP instructions regarding the Single Point of Contact, and should address any questions to David Reynolds (DAVID.O.REYNOLDS@dhsoha.state.or.us). Failure to follow any RFP instructions may result in rejection of your Proposal.

RFP Title and Description

Community-Based Health Information Exchange Onboarding Program

OHA requests proposals from Community-Based HIEs to onboard (create the initial connection to) Medicaid providers. The Community-Based HIEs must provide meaningful HIE opportunities and play a vital role for Medicaid in Oregon communities. A Community-Based HIE provides, at a minimum, core HIE services (a community health record plus support for referrals and/or lab results delivery or delivery of results from other ancillary services) and facilitates the exchange of health and health-related information among unaffiliated stakeholders regardless of the electronic health record (EHR) they use.

Participation must be open to unaffiliated participants (need not be members of the same provider organization such as a hospital system, Independent Provider Association (IPA), Integrated Delivery Network (IDN), CCO, etc.), and participants must not be required to use the same EHR vendor or exchange data through a solution that requires use of a specific EHR. Contractor(s) may also be eligible to receive support for the initial connection between Contractor(s) and entities or services related to Oregon’s planned network of networks in order to provide more value for the Medicaid providers that Contractor(s) have onboarded, further leveraging the investments the State makes in Contractor(s). This program will be funded with 90 percent federal funding from the Centers for Medicare & Medicaid Services.

OHA expects to award Contracts to one or more Proposers for the Work described in this RFP through September 30, 2021. OHA anticipates the overall not-to-exceed (NTE) amount of all awarded Contract(s) combined will not exceed $25,000,000 for the Program through September 30, 2021. Actual funding will depend on availability of state and federal funding. If multiple Contracts are awarded, initial Contracts, as well as any extensions, increases in value, and all other amendments may vary from Contractor to Contractor.
