Primary Care Office

What We Do

The Oregon Primary Care Office is part of the Oregon Health Authority’s Division of Health Policy and Analytics and its Clinical Supports, Integration and Workforce Unit.

We provide:

  • Analysis and recognition of workforce inequities
  • Resources to expand and diversify the health care workforce
  • Support for structural changes by educational institutions, clinics, and health care systems to develop culturally responsive health care services

What's Happening

Implementation of House Bill 2665 (2023): Maximum Wage Rates for Temporary Health Care Staffing Agencies

The Primary Care Office is in the process of implementing House Bill 2665, passed by the 2023 Oregon Legislature. This new law will establish maximum wage rates for temporary health care staff working at specific facilities and hospitals in the following roles:
  • Registered nurse
  • Licensed practical nurse
  • Certified medical assistant
  • Certified nursing assistant
  • Direct caregiver
