LearnWhat services are being provided by CareAccord, Oregon's Health Information Exchange?

​Initially, one service is being offered by CareAccord, Oregon's Health Information Exchange (HIE). Direct Secure Messaging is a secure point-to-point communication service that allows registered providers to send structured or unstructured information to each other. A provider directory is included to help with finding the Direct Secure Messaging address(es) for an organization or provider.​

​Direct Secure Messaging is a secure email system using the standards and specifications developed through The Direct Project​ that allows participants to send (push) encrypted health information directly to known, trusted recipients over the Internet.

​The Direct Project is an Office of the National Coordinator (ONC) health IT project that provides specifications for a simple, secure, scalable, standards-based transportation mechanism that enables participants to send (push) encrypted health information directly to known, trusted recipients over the Internet.​

RegisterHow do I sign-up with CareAccord for Direct Secure Messaging?

​Health care organizations can register​ and start using Direct Secure Messaging as soon as the account is activated. Once the Organization account is established, sub-organizations and users associated with the organization can then register at the same link.

LearnHow much will Direct Secure Messaging cost me?

​As long as you have an Internet connection and a computer, tablet or smart phone, there will be no additional cost to sign up and use Direct Secure Messaging to begin to securely exchange patient information electronically with other health care organizations and providers.​

RegisterWhat information is needed for the registration process?

​The Authorized Representative for each organization will need to submit a notarized Identity Verification Form with two documents. The Authorized Representative also needs to sign the Organizational Participation Agreement. Having the organization's NPI can help expedite filling out some of the on-line forms.​

RegisterHow long does the enrollment process take?

​Once you have submitted your notarized Identity Verification Form and signed Organizational Participation Agreement to CareAccord's Registration Authority Administrator (Harris) it will take approximately 7 – 10 days to finalize your account information. You will receive email confirmation of the completion of your account. After you receive this confirmation, you will be able to log in and start using your Direct Secure Messaging account.​

LearnWhat devices does Direct Secure Messaging work with?

​As long as you have a computer, tablet, smart phone or other device with Internet access and a web browser, Direct Secure Messaging will work.​

LearnDo I need to download any special software?

​No, you do not need to download any software. You will log into a secure web portal to access Direct Secure Messaging.​

LearnHow does the security of Direct Secure Messaging work?

​Information shared through CareAccord Direct Secure Messaging is secured using dual encryption. The first level of encryption focuses on the internet connection you will be using to communicate via CareAccord. When you open an internet connection and type in the address for the CareAccord website, the connection itself is secure and communication using that connection is encrypted. You can see that this security is in place because the address begins with https:// rather than http://. The final "s" denotes secure.

The second component of the dual encryption focuses on the security of the message content. In addition to the secure connection, CareAccord secures the message itself. Using public key infrastructure (PKI), the message content, including any attachments, is encrypted. Only the intended recipient(s) can decrypt and read any messages or attachments.​

LearnHow is patient consent handled in CareAccord?

​Patient consent must be obtained before transmitting information in all situations where it is required by state or federal law, including information related to Alcohol and Drug treatment covered in 42 CFR, Part 2. CareAccord does not include consent management tracking. This information should not be considered as legal advice, and you should consult an attorney with all legal questions.​

UseCan I use Direct Secure Messaging to send "regular" email?

​Your CareAccord Direct Secure Messaging account can only be used to send email to other people with CareAccord Direct addresses. You cannot use Direct Secure Messaging to send messages to non-Direct addresses.​

LearnHow does CareAccord ensure that the requesting provider using Direct Secure Messaging has the right credentials?

​An organization's or individual's information and identification are verified when that organization/individual enrolls with CareAccord to use Direct Secure Messaging services. The organization must sign the Organizational Participation Agreement and the individual users must agree to the Authorized User Agreement​ before creating a Direct Secure Messaging account.

RegisterWhat information about providers is included in the Provider Directory?

​The CareAccord Provider Directory includes organizations and individuals who are registered for Direct Secure Messaging services.​

LearnWhat information about providers is included in the Provider Directory?

​Name, specialty, mailing address, practice address, phone, FAX numbers, email address and license information is included.​

LearnIs CareAccord only available to provider entities or can managed care entities and/or administrative services organizations use it? Can subcontractors of health care entities use it?

​CareAccord Direct Secure Messaging is not limited to health care providers. Organizations that are legally authorized to have access to protected health information can register and use CareAccord to transmit clinical or administrative information for the treatment, payment and operations of health care. A subcontractor of a health care organization would be able to use CareAccord to transmit information to the health care organization, if they have a business associate agreement in place. The health care organization would need to have an Organization account, and the subcontractor under a business associate agreement would be an Authorized User of the account.​

RegisterIn addition to an Organization account, should I sign up for any Sub-Organization accounts?

​As an organization registering for CareAccord Direct Secure Messaging, you should review your organizational business processes and determine where in the organizational workflow Direct Secure Messaging is most likely to be used. Based on that assessment, you should determine whether your organization needs any Sub-Organization accounts. Many organizations will only have an Organization account and Individual accounts.

The decision as to whether to establish Sub-Organization accounts should be based on a business and workflow need. As you know, at this time there is no cost for CareAccord Direct Secure Messaging services. However, at the end of the Health Information Exchange Cooperative Agreement with the Office of the National Coordinator for Health Information Technology (ONC) in October 2013, there will need to be sustainable funding in place. The long-term goal is for any cost for CareAccord Direct Secure Messaging accounts to be as affordable as possible for all accounts, but since there is an additional cost associated with each unique domain name, organizations should anticipate some additional charge for each Sub-Organization account in the future.​
