Behavior Analysis Regulatory Board - Proposed Administrative Rule

​The Behavior Analysis Regulatory Board, under the Health Licensing Office, has filed a proposed rule with the Oregon Secretary of State.

The proposed rule outlines a process for the provisional registration of a behavior analysis interventionist, a requirement of House Bill 2048 (2023), and will replace the temporary rule that took effect on October 1, 2023, and expires on March 28, 2024.

Upcoming HLO Closures Due to State Holidays

​Mark your calendar and note that the Health Licensing Office (and all State of Oregon agencies) will be closed on the following days:

  • Monday, May 27, 2024, for Memorial Day
  • Wednesday, June 19, for Juneteenth Day

Late Opening on Tuesday, December 19, 2023

​​The Health Licensing Office will open at 10 a.m. on Tuesday, December 19, 2023, rather than 9 a.m.​

Permanent Rule Filing for the Behavior Analysis Regulatory Board

​The Behavior Analysis Regulatory Board (Board) under the Health Licensing Office (HLO) has filed permanent rules with the Oregon Secretary of State. The Board adopted the January 1, 2022, Behavior Analyst Certification Board, Inc. (BACB) requirements for licensure as a behavior analyst or assistant behavior analyst. Retroactive rule language was added, so professionals certified by the BACB in previous years will qualify for Oregon licensure provided that all other qualifications and requirements listed in rule are met. 

The rules go into effect on February 1, 2023.
