Interventionist registration option added

House Bill 2931 has added an option for behavior analysis interventionist applicants. Now, individuals can submit documentation of a high school diploma or General Educational Development (GED) certificate OR a degree from a post-secondary institution. (OAR 824-030-0040 will be amended to reflect the change.) All other rules regarding registration remain in effect.​

HLO has moved

​The Health Licensing Office has moved to a new location in Salem: 1430 Tandem Ave., Suite 180, Salem, OR 97301. Please do not go to the Veterans Building looking for us. We're in our own space, with plenty of free parking, off Cherry Avenue now.

Update: Google Maps now recognizes our new location.​

Upcoming HLO closures for holidays, training and office relocation

Please be aware, HLO will be closed to the public on the following dates for holidays and our office relocation: Monday, Jan. 16, 2017 for Martin Luther King Jr. Day; Feb. 10-13 for our move to a new location in Salem; Monday, February 20, 2017, for Presidents Day. Please consult our website at or our Facebook pages at or before driving to our office for exams or other tasks in February and March in case the move date changes.​

Upcoming HLO closures due to state holidays

​​​Mark your calendar: The Health Licensing Office will be closed the following days due to state holidays: Friday, Nov. 11 for Veterans Day; Thursday, Nov. 24 and Friday, Nov. 25 for Thanksgiving; and Monday, Dec. 26 for Christmas. ​

Comment period for proposed BARB rules opens Oct. 1

​​The Health Licensing Office has filed proposed administrative rules for the Behavior Analysis Regulatory Board with the Secretary of State that will be published in the Oct. 1, 2016, edition of the Oregon Bulletin. You are invited to review these proposed rules and provide written comments from Oct. 1, 2016 to 11 a.m. Oct. 28, 2016. A public administrative rule hearing has been scheduled for 9 a.m. to 11 a.m. Oct. 28, 2016, at the Health Licensing Office's Rhoades Conference Room, 700 Summer St. NE Suite 320, Salem OR 97301. Administrative rules are scheduled to become permanent on Jan. 1, 2017. Submit all comments to Anne Thompson at or 700 Summer St. NE, Suite 320, Salem, OR 97301. Comments received before Oct. 1, 2016, or after 11 a.m. on Oct. 28, 2016, will not be considered.​

HLO preparing to move in February 2017

​The Health Licensing Office is preparing to move into a new building early next year. We will remain in Salem, but we will be located on Tandem Avenue, off the Salem Parkway. The move is currently scheduled for Feb. 10-13, 2017, and will require us to be closed to the public for two or three days. As soon as we have more details, we will post them here, as well as on our HLO Facebook page and the Board of Cosmetology Facebook page. If you are planning to come to see us in the winter or spring for examinations, applications or renewals, be sure to check our website or our Facebook pages to confirm our address and that we will be open that day. In addition, we will be closed Jan. 11, 2017, for an all-staff training.​
