The purpose of this committee is to create a forum at which stakeholders can partner with DHS and OHA to ensure that the two agencies and community partners and providers are taking advantage of every opportunity to maximize results for clients that are served by both agencies.

The DHS-OHA Joint Stakeholder Committee will provide a forum for exchanging ideas and establish an open line for two-way communication. It will ensure that the voices of stakeh​olders representing diverse client perspectives are heard.

The Joint Stakeholder Group will focus its efforts on:

  • Identifying and partnering with both agencies on a priority set of issues, focusing on clear objectives and deliverables to improve outcomes for consumers/clients;
  • Consumer/client needs, not individual programs;
  • Building solid working relationships on critical policy and program design issues; and
  • Developing strong communication channels.

Overview

The Department of Human Services (DHS) and the Oregon Health Authority (OHA) have more than 100 different stakeholder groups operating within the current agencies’ structures. When the agencies became two separate entities following passage of HB 2009 (2009), concern was raised that issues for consumers crossing both organizations would get lost in the focus on individual programs unique to each agency. Creation of one committee with representatives already focusing in unique program areas – but with perspective on client needs that span both organizations - will allow for a singular forum to share ideas with agency leadership and decision-makers.
