About Us

DHS | OHA Office of Information Services

The Office of Information Services (OIS) is a shared service provider for the Oregon Department of Human Services and the Oregon Health Authority.

OIS provides and manages the information technology systems and services that support 17,300 agency staff, volunteers and partners at 350 locations throughout Oregon, including:

  • State agencies – the Oregon Department of Justice Division of Child Support, the Oregon Employment Department and the Secretary of State's office
  • Partners – Area Agency on Aging offices, local Commissions on Children and Families, district attorney's offices, county health and mental health departments
  • Providers – doctors, dentists, pharmacies, private hospitals, managed care plans

OIS manages more than 600 applications/databases written in 22 different software development languages that help DHS and OHA staff:

  • Determine client eligibility for health and assistance benefits
  • Provide medical, housing, food, and job assistance
  • Manage provider licensing and state hospital facilities
  • Promote and protect the health of Oregon citizens

OIS maintains and supports more than 18,000 computers, printers and mobile computing devices for agency staff. Customer receive technical assistance from the OIS Service Desk and on-site field technicians embedded in locations around the state. The Service Desk responds to more than 10,000 help requests each month.

OIS provides management support for DHS and OHA IT projects, systems architecture and databases, IT asset and change management, and coordinates network and computing operations with Oregon Enterprise Technology Services (including the State Data Center).

The Office of the Chief Information Officer provides overall leadership and planning for OIS, while six major operational sections play vital roles in reaching the OIS mission and customer service goals:

Office of the CIO

The Office of the CIO provides overall administration and leadership in planning, developing and delivering IT services to DHS, OHA, and agency partners.

Business Operations

The Business Operations group provides central administrative support for OIS, including communications services, legislative management, budget coordination, HR workforce management, payment processing, payroll distribution, facilities coordination and financial and position management. Business Operations also manages all DHS and OHA technology assets, including computers, printers and software.

Business Engagement Services

Business Engagement Services works closely with agency customers to ensure that technology solutions align with the strategic direction of the DHS and OHA business. The section also manages major agency technology initiatives and the project portfolio.

Customer Service and Support

Customer Service and Support is the primary OIS interface for DHS and OHA employees, partners and other customers. The Service Desk receives and resolves customer issues from staff around the state. Other services include incident and problem management, customer communications and IT infrastructure operations.

Enterprise Alignment and Design

Enterprise Alignment and Design provides standards for architecture and processes and IT portfolio reporting services that align to the needs, strategies and goals of the business.

The section also develops and maintains the OIS Service Catalog and process and technology standards, ensuring that OIS services provide value to DHS and OHA and their clients.

Information Security and Privacy Office

The Information Security and Privacy Office manages the policies, standards and operating procedures required to protect the privacy and security of personal and confidential information stored on DHS/OHA systems and applications.

ISPO consults programs on information security risks, tracks and manages privacy and security incidents, and educates staff, volunteers and partners on their responsibility in protecting DHS/OHA information assets.

Solution Development and Delivery

Solution Development and Delivery supports development, maintenance and enhancement of enterprise-wide DHS and OHA applications, including systems used by the Central and Shared Services groups for both agencies.
