Notice of Public Hearing fo the Financing of Multi-Family Housing Development with Proceeds from the Sale of Tax-Exempt Revenue Bonds, State of Oregon, Housing and Community Services Department
 
A public hearing will be held on Thursday October 19, 2017 at 9:30 a.m. at 725 Summer Street NE, Suite B, Salem, Oregon  97301-1266 in Room B-221.  The Department will receive comments on its proposed issuance of one or more issues of tax-exempt multi-family housing revenue bonds issued under a plan of finance.  The proceeds of the bonds will be used to finance or refinance the multi-family apartment project described below, the initial owner, operator or manager of which will be the persons/entities set forth below.  The total amount of bonds to be issued under the plan of finance to finance the project will not exceed $10,000,000.  All interested parties are invited to attend the public hearing or to forward their written comments to the Department at the address shown below.  Oral testimony at the hearing may be reasonably limited by the Department.

The meeting location is accessible to persons with disabilities and to non-English speakers. Requests for accommodation should be made at least 48 hours before the meeting by calling 503-986-2000, or by email to HCS.Reception@oregon.gov.

Notice of Proposed Rulemaking Hearing: 
813-053, Elderly Rental Assistance Program

 
Subject: Adoption of administrative rules for the Elderly Rental Assistance Program.

 
Summary: These rules implement the Elderly Rental Assistance Program. The program provides funding for local homeless programs to assist very-low-income homeless persons or those persons who are at risk of becoming homeless and unstably housed, where a household member is 58 years or older. SB 296 (2015) repealed the Elderly Rental Assistance Program at the Department of Revenue and established a new program at OHCS.  

 
Persons interested in providing oral or written comments on the proposed rules are invited to attend a public hearing November 2nd, 2017 at 10:00 a.m. at 725 Summer Street NE, Conference Room 124B, Salem, Oregon 97301.

813-055-0001 and 813-055-0040  General Housing Account Program

 
Subject: Updates the date and title of the applicable General Housing Account Program (GHAP) Manual

 
Summary: The General Housing Account carries out the allocation of monies deposited in the General Housing Account to meet critical housing needs, building the organizational capacity of affordable housing partners throughout the state and requiring equitable distribution of resources over time based on objective measures of need.  The rules amend the date and title of the applicable General Housing Account manual. These rules are centrally located in the department’s General Rules.

Adoption of Temporary Rulemaking: 813-330 Wildfire Damage Housing Relief Account

 
Oregon Housing and Community Services has adopted temporary rules for the Wildfire Damage Housing Relief Account.  These rules update the criteria, application process, and use of the funds in the Account to reflect the statutory changes made to the Account by the passage of HB 2742 during the 2017 Session.

 
The Wildfire Damage Housing Relief Account provides financial assistance to low-income Oregonians who have lost their primary home due to wildfire.

The rule updates and clarifies the loan satisfaction terms for the Local Innovation and Fast Track (LIFT) program. The program expands the state's supply of affordable housing for low-income households and assists and encourages the development of affordable housing for low-income households through the allocation of proceeds from Article XI-Q General Obligation Bonds.
