Notice of Public Hearing on the proposed Oregon FFY 2018 Community Services Block Grant (CSBG) State Plan

The purpose of this hearing is to obtain public comment on the proposed 2018 Community Services Block Grant (CSBG) State Plan for the State of Oregon. Persons interested in commenting are invited to attend the public hearing. If no one has shown to make public comments by 11:00am, we will close the public hearing. OHCS will accept written comments until 5:00pm Friday, August 25th, 2017. A copy of the proposed state plan will be available to view on the OHCS website by August 4th, 2017. Notice of Public Hearing for the Sale of Tax-Exempt Single-Family Mortgage Bonds, State of Oregon, Housing and Community Services Department
 
The Oregon Housing and Community Services Department (the "Department") will hold a public hearing at 8:30 a.m. on  Friday August 18, 2017, in Room B-221 at 725 Summer Street NE, Suite B, Salem, Oregon, at which time any person may be heard regarding its proposed plan of financing. The Department proposes to issue tax-exempt single-family mortgage bonds to finance and/or refund bonds that were used to finance the acquisition, construction and improvement of owner-occupied residences for qualified persons in the State (the "Program").  The bonds will be issued in one or more series, in an aggregate amount not to exceed $200 million, over not more than a 3-year period, pursuant to a common plan of finance. 
 
The Department will consider the information obtained at the public hearing and take appropriate action that it may deem warranted including submission of a transcript of the hearing to the Governor who must approve or disapprove, pursuant to Section 147(f) of the Internal Revenue Code of 1986, the issuance of the above-referenced tax-exempt bonds to finance the Program.  It is the intention of the Department to issue these tax-exempt obligations on behalf of the State, the first of which is expected to be October 2017.
 
All interested persons are invited to present comments at the public hearing (or to forward their written comments to the Department at the address shown below) concerning the issuance of the bonds and the purpose therefore.

Notice of Public Hearing fo the Financing of Multi-Family Housing Development with Proceeds from the Sale of Tax-Exempt Revenue Bonds, State of Oregon, Housing and Community Services Department
 
A public hearing will be held on Thursday August 17, 2017 at 1:00 p.m. at 725 Summer Street NE, Suite B, Salem, Oregon  97301-1266 in Room B-221.  The Department will receive comments on its proposed issuance of one or more issues of tax-exempt multi-family housing revenue bonds issued under a plan of finance.  The proceeds of the bonds will be used to finance or refinance the multi-family apartment project described below, the initial owner, operator or manager of which will be the persons/entities set forth below.  The total amount of bonds to be issued under the plan of finance to finance the project will not exceed $17,000,000.  All interested parties are invited to attend the public hearing or to forward their written comments to the Department at the address shown below.  Oral testimony at the hearing may be reasonably limited by the Department.

813-135 Local Innovation and Fast Track (LIFT) program

 
The rule updates and clarifies the loan satisfaction terms for the Local Innovation and Fast Track (LIFT) program. The program expands the state's supply of affordable housing for low-income households and assists and encourages the development of affordable housing for low-income households through the allocation of proceeds from Article XI-Q General Obligation Bonds.

Adoption of Temporary Rulemaking: 813-053 Elderly Rental Assistance program

 
These rules implement the Elderly Rental Assistance Program. The program provides funding for local homeless programs to assist very-low income homeless persons or those persons who are risk of becoming homeless and unstably housed, where a household member is 58 years or older.
