HB 2002 Multifamily Housing Preservation Rules Advisory Committee

The HB 2002 Multifamily Housing Preservation Rules Advisory Committee will advise OHCS on program framework and draft administrative rules to implement the Multifamily Housing Preservation program established by HB 2002 (2017).

Notice of Proposed Rulemaking
OAR 813-365-0000 – OAR 813-365-0065, Rent Guarantee Program
 
Caption:  Adopts permanent rules to implement the Rent Guarantee Program
Summary:  The 2017 Oregon Legislature enacted legislation, HB 2724, that directs Oregon Housing and Community Services Department to develop and implement the Rent Guarantee Program to provide incentives and financial assistance to landlords that rent or lease to low income households by guaranteeing payments to landlords for unpaid rent and for eviction and property damage costs within certain limits.

Notice of Public Hearing for the Financing of Multi-Family Housing Development
With Proceeds From the Sale of Tax-Exempt Revenue Bonds
State of Oregon Housing and Community Services Department
 
A public hearing will be held on Thursday January 25, 2018 at 10:30 a.m. at 725 Summer Street NE, Suite B, Salem, Oregon  97301-1266 in Room B-221.  The Department will receive comments on its proposed issuance of one or more issues of tax-exempt multi-family housing revenue bonds issued under a plan of finance. The proceeds of the bonds will be used to finance or refinance the multi-family apartment project described below, the initial owner, operator or manager of which will be the persons/entities set forth below.  The total amount of bonds to be issued under the plan of finance to finance the project will not exceed $17,000,000.  All interested parties are invited to attend the public hearing or to forward their written comments to the Department at the address shown below.  Oral testimony at the hearing may be reasonably limited by the Department.

The meeting is accessible to persons with disabilities and to non-English speakers.  Requests for accommodation should be made at least 48 hours before the meeting by calling 503-986-2000, or by emailing HCS.Reception@oregon.gov.

Subject: Amends rules for the Wildfire Damage Housing Relief Account.
 
Summary: The 2017 Oregon Legislature adopted changes to the Wildfire Damage Housing Relief Account in HB 2742. The rules reflect the statutory changes made, including changing the income eligibility to access the fund and raising the limit on assistance to $7,000 per eligible applicant.
