Oregon Housing and Community Services (OHCS) has been called upon by the Governor to develop a new way of delivering housing and community services. Specifically the Governors' Balance Budget (GBB) released on November 30, 2012 asks that OHCS to develop "a new model of state governance, service delivery, and community partnership" for housing and safety net services. According to the GBB the primary goal for this new business plan and delivery model is to "transform and transition from past approaches to one that is leaner, integrated, focused, and more effective."

This initial Transition Planning Framework describes our core operating assumptions, guiding and aspirational policy principles, elements of a governance model of the future, and our commitment to community engagement and ongoing communication.

OHCS does not provide direct services to consumers, but administers programs through community partners. Several partner industry associations and advocacy groups have shared their priorities for the agency's transition work. The following documents share important perspectives and reflect our shared vision for the process and outcomes of the work ahead of us.

The OHCS Transition Planning process is already underway and is scheduled to conclude in February 2014 with the presentation of a new service delivery model to the State Legislature. The Transition Planning process is divided into four phases which include: I. Preparation; II Scenario Development; III. Scenario Evaluation; and IV. Recommendation. The Transition Timeline includes: a detailed description of each phase of the project; a plan for ongoing communication with stakeholders and related advisory bodies; and also a description of the role the transition advisory committee will play in developing and evaluating proposed scenarios. |
