Transition Overview

Oregon Housing and Community Services (OHCS) was been called upon by the Governor to develop a new way of delivering housing and community services. Specifically the Governors' Balanced Budget (GBB) released on November 30, 2012 asked that OHCS  develop "a new model of state governance, service delivery, and community partnership" for housing and safety net services. According to the GBB, the primary goal for this new business plan and delivery model is to "transform and transition from past approaches to one that is leaner, integrated, focused, and more effective."
