Affordable Rental Housing Organizations and Prequalification Registry

Oregon is facing an affordable housing crisis that is decades in the making. It will take all of us to address this challenge to get to the other side of the crisis. One of the major barriers that we often hear about facing the cities and towns across Oregon working towards solving this crisis is the fundamental issue around capacity and navigating the complex system of developing affordable housing.

To help address this issue, OHCS created a database with high-level information about who’s who in affordable housing development to help support connections to local communities. Additionally, we hope this resource will help in connecting communities to possibilities of different strategies for addressing their housing challenges and what those might look like. 

This database consists of: 
  • Developers
  • Developer consultants
  • Property owners
  • Property managers

For information about trade organizations, general contractors, and subcontractors through our Minority, Women, and Small Emerging Business (MWESB) program, visit the MWESB dashboard. We hope to expand to other segments of the industry as we build out the public database. 

What does it mean to be prequalified?

This only applies to developers and developer consultants. OHCS preqaulifies developers, co-developers, and development consultants to expedite the funding process. This is a requirement in order to submit an Oregon Centralized Application (ORCA) for affordable rental housing development funding. Learn more about prequalification and ORCA.

This is for local community leaders looking to build more affordable housing in their community.

The information about developers and organizations in this database does not constitute an endorsement, or recommendation by OHCS. This resource serves as a tool to help housing partners connect and break down barriers to developing affordable housing.


Add your organization to the database

Developers, developer consultants, property owners, and property managers can add details about their organization to the database. For any updates to current listings, please email ARH.HCS@hcs.oregon.gov

How to use the database

Next to each organization is a "+" sign which provides a dropdown to learn more. You will also see there is the ability to search. Using the search bar, you can put in any keyword to help you find the right organization and person to connect to.

To help you better find what you are looking for, please note:

  • Organization locations currently consist of the following regions: State wide, Oregon Coast, Portland Region, Mt. Hood and the Columbia River Gorge, Central Oregon, Southern Oregon, Eastern Oregon, and Willamette Valley.
  • Roles are currently defined as developers, developer consultants, property owners, and property managers.
  • General contractor and subcontractor information can be found on the MWESB dashboard.
