Energy and Weatherization Programs in OregonThe Oregon Energy Assistance Program (OEAP) was created during the 1999 legislative session. Funding is generated from all categories of customers receiving electricity serviced through investor-based electricity providers in Oregon. OEAP is not an entitlement program. It is an assistance program designed to assist low-income households who are in danger of having their electricity service disconnected due to home heating costs.
