Hands-On Training Requirement

There are two types of hands-on courses that satisfy Oregon’s requirements for riders under 16 years of age to get their ATV Safety Education Card:

•    Training courses that assume no previous knowledge or skill on the rider’s part; or,
 

•    Evaluation courses which assess the skills of a rider who feel they are already “trained”.
 

Both types of courses must adhere to Oregon’s minimum standards for training established in Administrative Rule 736-004-0120.
 
Already Trained?
Those who have already received hands-on training via ASI or MSF (or the Canadian Safety Council) and have completed the on-line safety training (above) have already met this requirement and can get a new, endorsed, ATV Safety Education Card at no cost now! Just send us a copy of the card provided by the hands-on instructor with an application and we’ll do the rest.

Training Courses

ATV Safety Institute (ASI) – Class I  

Adult and youth training statewide. This is a 4 to 5 hour course that costs $15 (after Oregon subsidy to Oregon youth riders). You have three options for pre-registering for a course in your area: 
 
1. Call 1-800-887-2887
 
2. Contact Oregon Instructors Directly  
 
3. Sign up On-Line 

In order to help you find training near you, Oregon Parks & Recreation Department now has a locator page which displays training events sent to us from some of Oregon's ASI  instructors. 
  
 
NOTE: Because this is a relatively new feature, many training events may not show yet. Therefore we encourage you to also utilize the enrollment process for the course you want to sign up for to find additional training opportunities.

Motorcycle Safety Foundation (MSF) – Class III 

Adult and youth training statewide. This is a 4 to 5 hour course that costs 35 (after Oregon subsidy to Oregon youth riders). To pre-register for a course in your area, call 1-877-288-7093 or  Contact Oregon Coaches Directly.
                  
 
You must possess a DOT approved helmet, goggles, boots, gloves, your own motorcycle and a willingness to learn about safe and responsible operation of  Dirtbikes. Arrangement may be able to be made if you don´t have a motorcycle or equipment.

Puget Sound Safety (PSS) – Class III 

Adult and youth beginner, intermediate & advanced training Washington and Willamette Valley. Cost for youth training is not subsidized by OPRD. Contact them for more details.

Evaluation Courses

Oregon ATV Safety (a 4H Youth Development Program) - Class I & IV

 
Offers evaluation of rider skills to youth ages 6 to 15 on Class I quads and Class IV side-by-sides. Cost is $20 per Oregon youth, after OPRD subsidy.

Oregon Motorcycle Riders Association (OMRA) – Class III 

Offers evaluation of rider skills to youth ages 6-15 on Class III motorcycles statewide. Cost is $20 per Oregon youth, after OPRD subsidy.

LYON Off-Road Certification Center – Class I & III 


The Lyon's offer quad (Class I) and motorcycle (Class III) training and evaluation courses for youth and adults.   ​There is currently no subsidy from OPRD for this provider 
 
Because the cost to administer the course varies based on the course location, we urge you to contact Lyon directly for current prices.  Pre-registration is required.
