Following on the recommendation of the Oregon Heritage Commission, the 2011 Oregon Legislature approved HB 3210 to create a Legislative Task Force on Oregon Heritage Vitality. The Task Force reviewed existing information, conducted surveys and took public testimony before submitting its findings and recommendations to the Legislature in September 2012.

The Heritage Commission completed in early 2011 a Heritage Vitality Study that identified eight key issues confronting heritage organizations in the state. The study was launched in 2009 when several major heritage organizations either closed or were in danger of closing. Based upon the study, the Commission made four recommendations, including asking the Legislature to create the Task Force.
