Salem OR -- The Oregon Parks and Recreation Department (OPRD) will hold a public hearing in Salem on July 30, 2013 to accept comments on the proposed rules that govern the department's ability to enter into relationships with non-profit organizations. The hearing will take place at 6 p.m. in Room 124 of the North Mall Office Building, 725 Summer St. NE, Salem.
Those who wish to make public comment at the hearing must register with the hearings officer by 6:30 p.m. on the hearing date, or submit comment prior to 5 p.m. August 2, 2013 by email to OPRD.email@example.com

The proposed rules implement Senate Bill 196 passed by the 2013 Oregon Legislative Assembly. The new law establishes allows OPRD to create agreements with non-profit organizations who in turn solicit donations to benefit department programs such as the Oregon State Park system. The rules detail eligibility criteria for working with the department; means for initiating proposals; procedures for evaluating proposals, selecting organizations and working toward agreements; agreement requirements, including provision for renewing or dissolving agreements; required notices, public representation of relationship with the department, lobbying activities, use of state seal, and management of funds generated through agreements.
