Clatsop and Columbia County Library Services Study, Year 2
Grant: 05-1-6y Grant Award: $73,002.00
The libraries of Clatsop and Columbia Counties cooperate for a second year to develop a proposal for providing adequate library services to the 80,000 residents of both counties. Year one focused on bringing people together and building an organization. Year two will focus on doing a survey of residents, and educating the public about library services.

City of Maupin

Wasco County Libraries Governance & Funding Feasibility Study
Grant: 05-2-6m Grant Award: $0.00
The City of Maupin started a feasibility study for options in library governance structures and sustainable funding, including the formation of a county-wide library district for Wasco County. This project was cancelled at Maupin's request and the City of The Dalles (contract 05-17-6m) stepped in to continue the project.

Grant: 05-17-6m Grant Award: $40,500.00
The City of The Dalles takes over from the City of Maupin in commissioning a feasibility study for options in library governance structures and sustainable funding, including the formation of a county-wide library district for Wasco County. Many of the libraries in the County do not have an adequate funding base, and many areas of the County are unserved by a library. The project will also develop specific recommendations for library services improvements at the three public libraries in Wasco County. Succeeds and completes grant 05-2-6m to the City of Maupin.

Lane Library League
Developing Library Service for the Unserved in Lane County, Yr 3
Grant: 05-4-6y Grant Award: $115,694.00
After successfully working towards establishing a "seed" library district in Creswell, the project continues in its third year of funding with educational efforts to inform the unserved of Lane County about the benefits of library service. The project will sponsor four demonstration projects; a volunteer library at Santa Clara and River Rds, a summer reading program, a school-year reading program, and a sample subsidized library card for children who live in an area unserved by a library. The project will continue to study the feasibility of areas annexing to the new Lane Library District in Creswell. The League has a website at: http://www.lanelibrary.org/index.html.

Library District Committee for Union County
Union County Library District Project, Year 1
Grant: 05-13-6y Grant Award: $78,662.00
The Library District Committee will facilitate the development of excellent county-wide library service through studying the feasibility of forming a county library district. One demonstration project will be providing ten literature-based enrichment programs for youth. The second demonstration project will be funded locally and will provide outreach services to seniors. Linn Library League
Linn County Library Services Project, Year 2
Grant: 05-3-6y Grant Award: $83,118.00
One third of Linn County's population, or 35,000 residents, lives in areas unserved by any public library. Funding by city taxes is unstable, so the Linn Library League is undertaking a second year of work to promote regional cooperation hopefully leading to one or more library districts in the County. The project will demonstrate the value of library services by providing a bookmobile serving rural areas, and a summer reading program in six communities without libraries. Planning For A Statewide Early Literacy Initiative

This project will develop a coordinated statewide early literacy initiative plan featuring public libraries as the leaders in the implementation of the best evidence-based practices. The project will determine which best practices are currently used, and will seek input on implementation and dissemination. Alternative Medicine Digitization Pilot Project

This pilot project will make a select number of rare, historically significant books key to the field of naturopathic medicine to digitize and make available to a wide audience via the Web. Klamath Waters Digital Library, Year 2
Grant: 05-7-2a Grant Award: $88,183.00
OIT continues a second year of a project to promote the knowledge of the various complex issues associated with water supply and use in the Klamath River Basin. The project will bring together important documents and digitize as necessary to provide access. This grant builds upon the work of the first year, and expands the scope of the collection to the Lower Klamath Basin, adding materials in alternate formats (maps, video, etc.), and promotes use of the site. PORTALS Online Clearing House for Continuing Education

PORTALS will build upon the Oregon Library Association's online calendar to develop a comprehensive online clearinghouse of continuing education opportunities for all types of librarians. The Oregon Sustainable Community Digital Library

The Oregon Sustainable Community Digital Library will provide a central repository for the collection, accession, and dissemination of key planning documents: grey literature, planning reports, digital images, etc. from the planning department of Portland State University, Metro, TriMet, Oregon Historical Society, and the counties and cities comprising the Portland Metropolitan Area. Learner Web, Year 2

Portland State University continues its partnership with Oregon Literacy Inc. to address the needs of Oregonians with a low or moderately low level of literacy. The Learner Web project is developing self-study literacy resources for learners to use over the Web, on their own time and in their own environment. Through the Website, learners will also be referred to volunteer tutors and programs.

Partnership for Creating Early Literacy Skills

The Partnership for Creating Early Literacy Skills project will foster a collaborative exchange of materials, knowledge and staff between county government, the Tillamook County Library, and the Tillamook School District. Kits to help daycare providers will be developed and the Library will assist in outreach efforts. Daycare providers will then be trained developing literacy skills using library and school resources.

Umatilla County Special Library District
Up & Away! Lifelong Learning for Kids
Grant: 05-12-6y Grant Award: $37,497.00
The Umatilla County Special Library District is partnering with the Wallowa County Library to reach out to school aged children, their parents and caregivers. This project will expand the "TakeOff!" and "Training Wheels" projects to the school aged population, specifically, ages 6-8. Participating libraries will offer after school programming that promotes literacy development and will encourage children to visit with their parents. Working with community resources, trainings will be offered for parents on assisting their children's learning.

Wallowa County Library
Deliver-Me-A-Book

The Deliver-Me-A-Book project will provide library services to housebound persons of all ages with a focus on the elderly population that cannot access existing library services. The Library will build a volunteer delivery system for materials, and make referrals as appropriate for the Talking Book and Braille Service at the Oregon State Library.
