39% of Clatsop and Columbia county residents live in areas unserved by a public library. Year 3 of this project continues to study library support options with a goal to have a district on the ballot in 2008. The project will conduct a poll of area citizens and an educational campaign about library services.

Jackson County Library Services
A WYNNing Connection: Opening Doors to Literacy
Grant: 06-03-4p Grant Award: $21,220.00
The Eagle Point Branch of the Jackson County Library will be adding WYNN literacy software to one of its computers, and working with the school district to digitize frequently used classroom materials. The WYNN software is also used by the Eagle Point School District 9, and the Southern Oregon Education Service District. The software scans a page and then reads the text to the student while highlight the words. The goal is to increase students' literacy skills and expand the resource availability in the public library. Due to the closure of Jackson County Library Services in April 2007, and the departure of the project manager, no peer evaluation was completed for this project.

Union County Library District Project, Year 2
Grant: 06-11-6y Grant Award: $82,802.00
The Library District Committee continues to try to implement an equitably supported and effective library governance structure for the provision of excellent library services in Union County. Using LSTA funds to leverage a Meyer Memorial Trust grant, the project is demonstrating excellent service by doing a senior outreach program. Linn Library League
Linn County Library Services Project, Year 3

The Linn Library League continues its efforts for a third year to educate the county on the efficiency and improved service a county-wide library district would provide. The League has involved all necessary parties in the discussions, and is making its case through many presentations to community groups and through summer bookmobile service to unserved areas. Planning Culturally Appropriate Library Services

This project will plan culturally appropriate library services for Multnomah residents who speak Vietnamese, Chinese, and Slavic languages by meeting with the communities involved and assessing their needs. Access to key published and unpublished historical material of Southern Oregon is difficult due to geographic isolation. The Southern Oregon University Library will add 250 digitized and searchable history documents to the Southern Oregon Digital Archives (SODA).
