The Oregon Administrative Rules (OAR) are the rules by which state agencies and subunits operate. They are the strategies that agencies use to carry out the goals established by the Oregon Revised Statutes. Unlike the ORS, OAR are not officially adopted by the Legislative Assembly.
Libraries are primarily affected by OAR chapter 543, the operating rules of the Oregon State Library. This chapter includes details on Ready to Read grants, the statewide database licensing program, and others. School libraries may also be interested by the definitions and standards set out for educational media programs in chapter 581 and 584.
NOTE: We have included below excerpts from the rules that affect libraries. In compiling these texts, we tried to include only those sections directly relevant to libraries. Please note that, in many cases, we have not included the full text of the administrative rules.
