Fish and Wildlife Division Personnel
The Division's 119 sworn officers are assigned statewide with specific duties and responsibilities to ensure compliance with natural resource laws.  Two professional staff members at General Headquarters support the entire Division. 
Division assignments (sworn Senior Troopers/Troopers):
  • 71 General fish and wildlife
  • 13 Healthy streams and habitat
  •   6 Commercial fish
  •   3 Special Investigations Unit (SIU)
  •   3 Aircraft pilots
ODFW funds approximately 50% of the positions, in addition to some of the seasonal employment programs.  Other funding sources include Oregon Lottery, Department of Environmental Quality, general fund, Oregon State Marine Board, National Oceanic and Atmospheric Administration, Oregon State Parks, and service contracts.

   Captain Samuels oversees the natural resource law enforcement programs within the state.


Lieutenant Timothy Schwartz – Fisheries Section

 Lieutenant Schwartz coordinates the enforcement of commercial fishery regulations, enforcement of sport angling regulations, and supervises the Division’s Special Investigations Unit.  He is OSP's law enforcement representative on the Enforcement Consultant Advisory body to the Pacific Fisheries Management Council and the representative at the Columbia Basin Law Enforcement Council (CBLEC), an organization of law enforcement agencies that enforce regulations pertaining to fisheries in the Columbia River system.

The Wildlife Section Lieutenant coordinates the enforcement of wildlife and big game regulations, the Division’s compliance reporting process, the seasonal enforcement contracts, and the Division’s training programs.  He is also the Program Manager of the Oregon State Marine Board contract.  This position is currently vacant.

The Program Analyst I supports the Division by developing systems for the collection and/or dissemination of a variety of information and statistical data, providing budgetary and accounting oversight and support and handling special projects such as statewide on-line training development.  The Program Analyst I is responsible for preparing reports for specific state and federal contracts and Division activities and is responsible for creating and serving as the Division's web coordinator.

The Office Specialist 2 provides direct support to the three sworn members at General Headquarters and indirect support to the remaining sworn and non-sworn members by maintaining statistical databases, Outdoor Central password resets, orders to seal, L.E.D.S. inquiries, publishing the monthly newsletter, monitoring the Fish and Wildlife inbox, purchasing supplies, mailings, and serving external customers by answering and/or routing questions about wildlife, law enforcement, and/or division issues.
