Polk County Drug Traffic Operation Shut Down
January 9, 2013

At approximately 4:00 A.M. on January 9, 2013 several specialized SWAT and Special Response Team (SRT) officers conducted tactical operations while serving narcotic search warrants at three locations in the City of Independence.  These narcotic search warrants were the culmination of an intensive seven (7) month investigation in the City of Independence concerning a methamphetamine distribution syndicate.  This illegal drug distribution ring includes multiple suspects and three separate residences in Independence.
 
Information obtained during this investigation indicated some of the suspects could be armed and have a history of violence.  Therefore, the Oregon State Police SWAT Team was requested to assist in securing two of the drug distribution houses, while a third location was secured by the Polk County Special Response Team.
 
The investigation began with the Polk County Interagency Narcotics Team (POINT).  As the investigation grew POINT was assisted by the Oregon Department of Justice, the Oregon State Police, and other valley area drug teams.
 
Police Chief Vernon Wells stated, “Our first concern is always the safety of the public and the law enforcement officers involved.  Due to our low staffing levels and the complexity of these types of investigations I requested the assistance of outside agencies to quickly and safely secure the target properties.  The additional assistance will allow us to search the target properties quickly, arrest the suspects, and return the neighborhood and our community to a condition free from the on-going disturbance caused by drug distribution at these locations”.
 
Polk County Sheriff Bob Wolfe stated, “The drug trafficking organization being shut down today has been responsible for sales and distribution of significant quantities of methamphetamine and other drugs in our communities in Polk County through organized drug trafficking from other states.  The POINT Team has done an outstanding job today for our community and the safety of our children in shutting down this operation.”
 
Thirteen (13) different agencies took part in the early morning search to include, Independence Police, Monmouth Police, Dallas Police, Polk County Sheriff’s Office, Polk County District Attorney’s Office, Polk County Interagency Drug Team, Lincoln County Narcotics Team, Lane County Interagency Narcotics Team, Tillamook Narcotics Team, Oregon State Police, Oregon Department of Justice, US Drug Enforcement Agency, Western States Information Network,
 
The investigation leading up to these searches resulted in numerous controlled buys of illegal narcotics from involved suspects beginning in July of 2012.  On December 8, 2012 a drug transport vehicle was stopped in Douglas County by law enforcement while in route to Polk County based on the ongoing investigation.  This vehicle yielded 6 ½ pounds of methamphetamine, 1 pound of heroin, and 1 pound of unidentified powder.
 
The two suspects inside the vehicle were taken into custody and lodged in the Douglas County Jail, where they have remained on numerous charges:

The POINT Team obtained eleven (11) arrest warrants for individuals connected with this investigation.  However, the following people were already in custody prior to today’s search warrants;

Arrested on December 1, 2012 by Independence Police for DUII.
Lodged in Polk County Jail, currently in Tacoma Washington on INS Hold.

In addition to the individuals arrested, 2 firearms, several computers, and 12.9 grams of methamphetamine were seized.  Three vehicles were seized which include a GMC Yukon, a Jeep Cherokee, and a Jaguar.
 
Four minor children were taken into protective custody and will be placed in foster care.  The minors are the children of Juan Jose Virelas-Solorzano and Noralba Virelas-Pineda.
 
Estimated street value of all drugs seized during this operation is $120,000 in Methamphetamine and $19,000 for Heroin.
