According to Sergeant Eric Judah, on January 23, 2013, OSP troopers arrested VALORIE K. CARRIGAN, age 36, at a Philomath-area home after she was indicted by a Linn County Grand Jury for Manslaughter in the First Degree, Assault in the Second Degree, and two counts of felony Failure to Perform Duties of a Driver in an Injury Accident. CARRIGAN was transported to the Linn County Jail.
The arrest follows an OSP investigation into a September 5, 2012 fatal traffic crash on Highway near milepost 2 in which an eastbound vehicle driven by CARRIGAN attempted to change lanes in front of a 2004 Pontiac Vibe driven by CHELSEA D. DUFFY, age 22, from Myrtle Creek. CARRIGAN's vehicle struck the right front section of the Pontiac causing DUFFY to lose control. The Pontiac crossed into the westbound left lane and collided head-on with a 2003 Jeep Liberty driven by LARRY F. DODGE, age 52, from Shedd. DUFFY was pronounced deceased at the scene and DODGE was seriously injured.
