Oregon State Police (OSP) is continuing the investigation into the cause of Monday morning's serious injury traffic that occurred along Highway 26 near Banks. The driver was cited by OSP for several charges associated with this incident.
On March 31, 2014 at approximately 9:00 a.m., a 2003 Toyota Corolla driven by JOY DE'ANN ALLEN, age 35, from Beaverton, was westbound on Highway 26 near milepost 51 when it crossed into the eastbound lane and crashed into the left front corner of an eastbound 2007 Freightliner truck pulling a flatbed semi-trailer.
ALLEN and her 2-year old daughter were extricated by firefighters. ALLEN was transported by LifeFlight to Legacy Emanuel Medical Center with serious, non-life threatening injuries. The child was transported to the same hospital by ground ambulance with minor injuries.
The truck's driver, GREGORY P. KOSTRBA, age 66, from Wilsonville, received minor injury but refused medical care at the scene.
Subsequent to the preliminary investigation, ALLEN was cited to appear in Washington County Circuit Court for:
* Reckless Driving
* Recklessly Endangering Another Person (2 counts)
* Assault in the Fourth Degree (2 counts)
* Unlawful Possession of a Controlled Substance - Methamphetamine
* No Operators License
OSP was assisted at the scene by Washington County Sheriff's Office, Banks Fire District, and ODOT. Highway 26 was closed with a detour in place for over 3 hours. Trooper Will Brindza is the lead investigator.
