Oregon State Police (OSP) is continuing the investigation into the cause of Sunday morning's single vehicle fatal traffic crash that resulted in the death of an adult male on Highway 47 underneath the Highway 26 overpass north of Banks.
On July 14, 2013 at approximately 7:00 a.m., an off-duty police officer drove upon the scene of a fatal traffic crash on Highway 47 underneath the Highway 26 overpass north of Banks. OSP troopers, Washington County deputies, and local emergency responders were dispatched to the scene.
Preliminary investigation indicates RODGER MICHAEL HEPBURN, age 49, from West Linn, was operating the vehicle at a high rate of speed northbound when it veered left and struck a bridge pillar head-on. The vehicle split apart on impact and debris covered the area. HEPBURN, who was alone, was deceased at the scene. There are no known witnesses to the crash when it happened.
OSP troopers from the Banks and St. Helens offices are continuing the investigation in conjunction with the Washington County Medical Examiner. Senior Trooper Steve Carlson is the lead investigator.
OSP was assisted at the scene by Washington County Sheriff's Office, Washington County Medical Examiner, Banks Fire District 13, Metro West Ambulance, and ODOT.
The section of highway was closed about six hours during the investigation and scene clearance.
