Motorcycle Operator Arrested After Attempt to Elude Concludes in North Portland

Oregon State Police (OSP), with the assistance of Portland Police Bureau, is investigating the circumstances related to a pursuit and a collision that occurred involving an OSP trooper's patrol car and an eluding motorcycle that ended Friday morning in north Portland. The motorcycle and trooper's patrol car both came to rest in the yard of a residence where its operator was arrested following a brief struggle with the trooper.

On July 19, 2013 at approximately 7:40 a.m., a driving complaint was received of a high speed, reckless motorcycle eastbound on Highway 30 from the Scappoose area after the motorcycle eluded a Scappoose police officer. Approximately 5 minutes later, an OSP trooper saw a motorcycle matching the description traveling in excess of 100 mph eastbound near milepost 14 and tried to overtake and stop it. The motorcyclist failed to yield to the trooper's emergency lights and siren and continued eastbound at a high rate of speed, exiting off Highway 30 at the St. Johns Bridge and for a short period into north Portland. After traveling onto area streets, a sideswiping collision occurred between the patrol car and motorcycle, after which the motorcyclist continued fleeing the trooper.

At approximately 7:52 a.m., the 2006 Yamaha motorcycle traveled over a curb in the vicinity of N. Mohawk Avenue and N. Ivanhoe Street, crashing into a yard next to a house. The trooper stopped in the yard next to the motorcycle and, following a brief struggle with the trooper, IOSIF SAVITSKIY, age 24, from St. Helens, was taken into custody.

SAVITSKIY was checked at the scene for possible injury and was later lodged in the Columbia County Jail on Felony Attempt to Elude in a Vehicle and Reckless Driving charges related the elude involving Scappoose Police Department. SAVITSKIY was also cited by OSP to appear at a later date in Multnomah County Circuit Court for the following charges:

* Felony and Misdemeanor Attempt to Elude
* Reckless Driving
* Recklessly Endangering Another Person
* Endangering a Highway Worker
* Resisting Arrest
* Assaulting a Public Safety Officer
* Misdemeanor Driving While Suspended

Portland Police Bureau assisted by gathering information related to the incident and provided it to OSP as the investigation continues. The trooper, a 7-year member of OSP assigned to the St.Helens work site, was placed on restricted, modified duty pending completion of the investigation. The trooper's name is withheld. He received a minor injury not requiring hospital treatment.
