Oregon State Police (OSP), with the assistance of Pendleton police, arrested a 54-year old man following an attempt to elude that ended when an OSP trooper utilized a tactical vehicle intervention (TVI) technique to force the man's pickup to a stop.
On August 11, 2012 at approximately 12:54 p.m. several reports of an erratically driven pickup was being received to OSP dispatch and 911 westbound on Interstate 84 west of Pendleton. An OSP trooper spotted the 1979 Ford F150 pickup westbound near milepost 194 and attempted to stop it. When lights and siren were activated the pickup sped up to near 90 mph, eventually slowing to 50 - 75 mph approaching Pendleton. Near milepost 207, Pendleton police attempted spike strip deployment but the pickup avoided them and exited two miles later near milepost 209.
The pickup continued toward town, pulling through a parking lot and then began to travel wrong way in a one way street where Trooper Marcus Burt deployed the TVI forcing the pickup to a stop.
Officers arrested the pickup's driver identified as HOWARD RAY EACKLE, age 54. He is believed to be transient but has lived in the Eugene area in the past. He was lodged in the Umatilla County Jail for:
