On August 30, 2013, Oregon State Police (OSP) Senior Trooper William Duran and Major Travis Hampton were investigating a traffic complaint that quickly escalated to a criminal investigation when William E. Hall threatened the troopers with a firearm and led them on a high speed chase that culminated in the death of Mr. Hall. As more fully explained in a report issued by Deschutes County District Attorney Patrick Flaherty, the troopers' use of deadly physical force was necessary and fully justified.
