Five people were arrested Thursday morning following a protest on the north side of the Oregon State Capitol building in Salem. Two of the 5 people used ropes, supported by human anchors, to drop off the top wall below the Golden Pioneer Statute to hang a sign on the side of the building.

On September 19, 2013 at approximately 10:15 a.m., Oregon State Police (OSP) troopers responded to the report of 2 people hanging by ropes on the north side of the Oregon State Capitol. OSP troopers, Salem police, and Salem firefighters responded to the scene. OSP troopers found 3 people on the observation deck, two of which were acting as anchors for the 2 people on ropes hanging a protest sign on the building's exterior.

The protesters took advantage of daily tours provided through Visitors Services to access the observation deck.

At approximately 12 noon, the five protestors were in custody and the sign was removed. They were initially taken to the OSP Salem Area Command office and then transported by OSP to the Marion County Jail. The five individuals arrested were identified as:

BENJAMIN JONES, age 22, from Eugene (rope protestor)
* Disorderly Conduct in the Second Degree (class B misdemeanor)
* Criminal Trespass in the Second Degree (class C misdemeanor)
* Recklessly Endangering Another Person (class A misdemeanor)

ERIN MICHELE GRADY, age 26, from Eugene (rope protestor)
* Disorderly Conduct in the Second Degree
* Criminal Trespass in the Second Degree
* Recklessly Endangering Another Person

ROBERT OLIVER, age 21, from Coos Bay (anchor support)
* Disorderly Conduct in the Second Degree
* Criminal Trespass in the Second Degree
* Recklessly Endangering Another Person

ISABEL INDIGO BROOKS, age 21, from northeast Portland (anchor support)
* Disorderly Conduct in the Second Degree
* Criminal Trespass in the Second Degree
* Recklessly Endangering Another Person

PETER BRYAN GARCIA, age 35, from Eugene (support person)
* Disorderly Conduct in the Second Degree
* Criminal Trespass in the Second Degree

Capitol building public access on the north side was closed until the incident was resolved.
