Oregon State Police (OSP) is continuing the investigation into an early Sunday morning pedestrian-involved fatal traffic crash along Highway 18 about three miles west of Sheridan in Polk County. OSP was notified positive ID of victim was made through fingerprints.
According to Lieutenant Eric Davenport, on September 22, 2013 at approximately 2:01 a.m., OSP Northern Command Center dispatch was contacted by Yamhill County dispatch regarding the first of at least two reports of a man jumping out in front of traffic and acting erratically on Highway 18 near milepost 30. One of the reports indicated the man was throwing rocks at vehicles, jumped on the hood of a car, and pounded on its door. A Yamhill County deputy responded to the scene in an attempt to locate the pedestrian.
At approximately 2:19 a.m., OSP dispatch was notified that the man was struck by a passenger vehicle in the same area. The deputy and emergency responders arrived and pronounced the man deceased at the scene. The car's driver, LINDA COYLE, age 58, from McMinnville, remained at the scene, was not injured, and is cooperating with the investigation.
The deceased pedestrian didn't have any identification on his person. Through fingerprints, he was identified as DEVIN L. CAVAN, age 21, from Willamina.
OSP troopers from the McMinnville Area Command office are investigating. OSP was assisted by Polk County Sheriff's Office, Polk County Medical Examiner, Yamhill County Sheriff's Office, West Valley Fire District, Polk County District Attorney's Office, and ODOT.
The highway was closed about two hours during the scene investigation.
