Oregon State Police (OSP), with assistance from Deschutes County Sheriff's Office, arrested a 28-year old male suspect Monday night after a near six hour standoff with the man who was barricaded inside a residence northeast of La Pine.
On November 4, 2013 at approximately 1:00 p.m., Deschutes County Sheriff's Office notified OSP of a report that several dead deer in the La Pine vicinity. OSP Fish & Wildlife troopers were finishing the initial investigation when a trooper saw a 2005 Jeep Liberty driving recklessly in the area and attempted to stop it. The driver failed to yield, attempted to elude for a short distance in the vehicle before stopping and ran on foot into a residence in the 17000 block of Cosset Loop northeast of La Pine.
At approximately 4:00 p.m., additional law enforcement personnel from OSP and Deschutes County Sheriff's Office responded to the scene and established a perimeter around the residence. The subject inside the residence was identified as JACOB JAMES BOWLING, age 28, who was known to have a felony warrant out of Clackamas County for Probation Violation on an original charge of Robbery in the Third Degree.
On scene law enforcement officers learned his mother lived at the residence and were concerned for her welfare. The area was secured by law enforcement for the duration of the incident and OSP SWAT personnel responded to assist.
After several attempts during the evening to contact BOWLING and his 55-year old mother, contact was made by phone with the suspect via Deschutes County 9-1-1. Attempted negotiations to get him to surrender and exit the residence weren't successful. A search warrant was obtained with the assistance of Deschutes County District Attorney's Office. OSP SWAT executed the search warrant and took BOWLING into custody without further incident.
BOWLING's mother was treated at the scene for a minor injury she said was sustained when she fell before OSP entered. She was not arrested.
BOWLING, who was last known to be living in Scappoose, was transported to Deschutes County Jail where he was lodged on the felony warrant and local charges of Reckless Driving and Attempt to Elude.
