According to Senior Trooper Andrew Menlow, on November 17, 2012 a report was received from two people filming winter range deer of the discovery of four deer unlawfully killed and left to waste in the Kotzman Basin area south of Highway 20 in Deschutes County. Three dead deer were found together and a fourth was found south near NF 23 Road. Three of the 4 deer had their heads removed. Information indicates the deer were shot during daylight in the late afternoon hours on Friday, November 16.
