Double Fatal Traffic Crash - Highway 97 north of Redmond

Oregon State Police (OSP) troopers are continuing the investigation into Saturday evening's two-vehicle traffic crash on Highway 97 north of Redmond that resulted in the death of two people and injuries to a third person, all from Vancouver, Washington.
 
According to Sergeant David Pond, on December 15, 2012 at approximately 6:30 p.m., a 2012 Ford Focus driven by JUSTIN A. HENDRIX, age 19, from Madras, was northbound on Highway 97 near milepost 114 followed by a 2000 Ford F250 crewcab pickup driven by RICHARD BRUCE FRAKER, age 68, from Vancouver, Washington. The Ford pickup attempted to pass the passenger car in a prohibited passing area on the snow-covered road when the pickup's driver lost control. The Ford pickup collided into the passenger car and both vehicles traveled off the east side of the highway.
 
HENDRIX brought his car to a controlled stop. The pickup rolled onto its top off the highway trapping its three occupants. An OSP officer drove up onto the scene and started emergency medical care until relieved by firefighters and paramedics from Redmond Fire & Rescue.
 
RICHARD FRAKER and right front passenger TERRY ANNE CLAMPITT, age 47, were pronounced deceased at the scene. Rear passenger BARBARA FRAKER, age 67, was injured and transported by ambulance to St. Charles Medical Center in Redmond with possible serious injuries. They were extricated by firefighters. All three pickup occupants are from Vancouver, Washington.
 
HENDRIX and his two passengers, ages 14 and 18, were not injured.
 
OSP troopers from the Bend and Madras offices responded to the scene. Local emergency responding agencies and ODOT assisted. The highway was partially blocked with traffic getting through the area while emergency responders were on scene.
 
This is the second fatal traffic crash during the weekend in which winter conditions were a factor. OSP and ODOT urge all drivers to operate their vehicles at safe speeds for the road conditions present in the area.
