An Oregon State Police investigation, with the assistance of the Marion County District Attorney's Office, into an August 2008 fatal traffic crash led the arrest Sunday of a northeast Salem-area man on charges related to the death of an 18 year old female and injuries to another passenger.

On January 3, 2010 at 11:10 a.m. OSP Trooper Andrew Goffrier arrested MARTIN RAMIREZ-TORRES, age 25, at his northeast Salem residence for Manslaughter in the Second Degree, Assault in the Third Degree, and DUII - Drugs. He was indicted by a Marion County Grand Jury and a warrant was issued for his arrest. RAMIREZ-TORRES is being held in the Marion County Jail with bail set at $65,000.

RAMIREZ-TORRES was the driver of a vehicle August 7, 2008 at approximately 6:00 p.m. that was involved in a single vehicle fatal crash on Highway 22E east of Stayton near milepost 16. As the westbound vehicle driven by RAMIREZ-TORRES transitioned from a four lane divided highway into an undivided two lane section it crossed the centerline and eastbound lane, left the highway and struck a tree where it flipped onto its top.

An unrestrained rear seat passenger identified as AUDRIANA MARIE ROLDAN, age 18, from Salem, was pronounced deceased at the scene.

RAMIREZ-TORRES was seriously injured and transported by LifeFlight to Good Samaritan Hospital in Corvallis where he was treated. He was using safety restraints.

A 19-year old Salem-area female in the right front passenger seat was using safety restraints and received minor injuries.
