LINT Investigation Leads to Multiple Search Warrants and Seven Arrests

A two-month investigation by the Lincoln Interagency Narcotics Team (LINT) regarding sales of methamphetamine in the Lincoln County area culminated Wednesday with the execution of several search warrants in Lincoln and Linn counties and the arrest of seven people. Five children were removed from two of the residences, and methamphetamine, marijuana, stolen firearms and other evidence was seized.
 
On Wednesday morning, January 21st, LINT and personnel from the Lincoln City Police Department, Lincoln County Sheriff's Office, Newport Police Department, Toledo Police Department, Oregon State Police, Marion County Sheriff's Office, Linn County Sheriff's Office, and Lincoln County Parole and Probation served a series of search warrants in both Lincoln and Linn Counties. Search warrants were served at four residences, two businesses and two storage units in Lincoln County, and one residence in Linn County.
 
#1) Warrant service at 12780 SE Chittum Dr. in South Beach, led to the arrest of HEATHER LYN JELLISON, age 34, and FRANK McKUGN, age 44. A quantity of suspected methamphetamine and marijuana was located at the residence, along with other narcotics-related paraphernalia and a quantity of money. Both suspects were lodged at the Lincoln County Jail for Possession, Delivery and Manufacture of a Controlled Substance, Frequenting/Maintaining a Place Where Drugs are Kept/Sold, and two counts each of Child Neglect in the First Degree. Two children were removed from the home and placed with relatives.
 
#2) Warrant service at 13390 NE Kona St. in Seal Rock and at 4926 South Coast Highway Unit #912, in South Beach led to the arrest of DEAN HALLIE DOWNER, age 34. A quantity of suspected methamphetamine was located at the residence and at DOWNER'S storage unit in Newport. DOWNER was lodged at the Lincoln County Jail for 2 counts of Possession of a Controlled Substance.
 
#3) Warrant service at 5653 NE Lucky Gap Street in Newport and at the business (MasterPiece Painting) located at 626 NE 1st in Newport. KENT MARLIN CROMWELL, age 46, was arrested after officers found quantities of suspected methamphetamine and narcotics related paraphernalia at both locations. Officers also recovered three firearms that had been reported stolen to Newport Police in 2004. CROMWELL was lodged at the Lincoln County Jail for Possession, Delivery and Manufacture of a Controlled Substance, Frequenting/Maintaining a Place Where Drugs are Kept/Sold, Delivery of a Controlled Substance within 1000' of a School, and two counts each of Theft (of a firearm) in the First Degree.
 
#4) Warrant service at 218 SE 98th Street in South Beach led to the arrest of BRIAN MATTHEW OBERMEYER, age 31. Officer seized a quantity of suspected methamphetamine and narcotics-related paraphernalia at the residence. OBERMEYER was lodged at the Lincoln County Jail for Possession of a Controlled Substance.
 
#5) Warrant service at the residence located at 33931 Owl Place in Corvallis and a storage unit located at 4844 South Coast Highway #B-8 in South Beach. Contacted at the residence and arrested were RONNY GABRIEL-MENDOZA, age 34, and NATASHA FAY KUTSCH, age 25. Officers seized a quantity of methamphetamine and narcotics-related paraphernalia was located at the residence in Corvallis and inside the storage unit in South Beach. MENDOZA and KUTSCH were lodged at the Linn County Jail for Possession of a Controlled Substances and three counts each of Child Neglect in the First Degree. Three small children were removed from the home by DHS officials.
 
Investigation is continuing by LINT which is comprised of members of the Lincoln County Sheriff's Office, Lincoln City Police Department, Newport Police Department, Oregon State Police, and the Lincoln County District Attorney's Office.
