Child Sexual Exploitation Arrest in Umatilla County

A Stanfield-area man was arrested by Oregon State Police on allegations of sex abuse and child sexual exploitation. The investigation led to the discovery of past videotaped sex abuse of young females, and there is concern of the possibility of other victims.
Oregon State Police Detective Seth Cooney arrested ARTHUR WAYNE BLOOD, age 32, from Stanfield. On January 22, 2008 the Umatilla County Grand Jury returned an indictment with the following charges:
  • 5 counts of Using a Child in Display of Sexually Explicit Conduct
  • 5 counts of Encouraging Child Sex Abuse in the First Degree
  • 5 counts of Encouraging Child Sex Abuse in the Second Degree
  • 1 count of Sexual Assault of an Animal
The charges are the result of a criminal investigation that began January 10th when OSP was contacted by one of two victims alleging the criminal conduct that occurred in 2001 when the victims were ages 15 and 16. A search warrant was served January 16th at the suspect's residence that led to the discovery of supporting video evidence of the sex abuse.
