OSP Detectives Arrest Jefferson-area Man on Sex Offenses

An investigation by Oregon State Police (OSP) Criminal Investigations Division led to the arrest Thursday of a Jefferson-area man on five sex offense counts. He is scheduled for arraignment Friday afternoon in Linn County Circuit Court.
 
On January 29, 2008 at 12:45 p.m. RICHARD CHARD, age 39, from Jefferson, turned himself into detectives at the OSP Albany Area Command office following his indictment by a Linn County Grand Jury. CHARD was lodged in Linn County Jail on the following charges:
  • Rape in the Second Degree (2 counts)
  • Sodomy in the Second Degree
  • Sexual Abuse in the First Degree (2 counts)
 
OSP Detective Sarah Fryling conducted the investigation into allegations that CHARD had unlawful sexual contact with a known non-relative 13 year-old female over a one month period in late 2008.
 
Additional charges may be pending.
