Lincoln Interagency Narcotics Team Investigation Leads to Arrests in Lincoln County and Portland

A multi-agency drug investigation coordinated by the Lincoln Interagency Narcotics Team (LINT) led to five search warrants served Wednesday in the Newport, Toledo and Portland areas and eight arrests. LINT along with members of the Oregon State Police, Newport Police Department, Lincoln County Sheriff's Office, Toledo Police Department, Lincoln County Parole and Probation, and Corvallis Police Department served search warrants at two locations in Newport and three locations near Toledo.
 
On February 4, 2009 at 7:30 a.m. the listed agencies participated in the simultaneous execution of search warrants. Information developed subsequent to these investigations led to an arrest and seizure of methamphetamine and marijuana in the Portland area.
 
A search warrant was served at 916 NW High Street in Newport where officers contacted a 31-year old Hispanic male who was not taken into custody but information will be referred to the Lincoln County District Attorney's Office for consideration of charges. This search warrant did lead to a second Newport-area location at 908 SW 12th Street. Officers seized a quantity of methamphetamine packaged for sale at the SW 12th Street address and arrested two people while also removing two children from the home at the direction of the Department of Human Services. MANDY MELISSA AMANDOR, age 30, and THOMAS JAMES FARINO III, age 40, was taken into custody. AMANDOR was arrested for Unlawful Manufacturing and Possession of a Controlled Substance – Methamphetamine; two counts of Child Neglect; and, Maintaining a Residence Where Controlled Substances are Sold or Kept. FARINO was arrested for Unlawful Manufacturing and Possession of a Controlled Substance – Methamphetamine; two counts of Child Neglect; and, Frequenting a Place Where Controlled Substances are Kept.
 
A search warrant was served at 1493 Yasek Loop in Toledo where officers seized a quantity of methamphetamine packaged for sale and a firearm. Two people were taken into custody. GREGG MANLEY BLOOM, age 60, was arrested for Unlawful Delivery, Possession and Manufacturing of a Controlled Substance, and Maintaining a Residence Where Controlled Substances are Sold or Kept. LINDA WALLING, age unavailable, was arrested for Unlawful Possession of a Controlled Substance and Maintaining a Residence Where Controlled Substances are Sold or Kept.
 
A search warrant was served at a motor home at 1555 Yasek Loop in Toledo where officers seized a quantity of methamphetamine packaged for sale, marijuana, and restricted weapons. RAYMOND DUANE KEFFER, age 42, was arrested for Unlawful Possession, Delivery and Manufacturing a Controlled, Maintaining a Residence Where Controlled Substances are Sold or Kept, and Possession of a Weapon by a Felon. A search warrant was also served at a residence located at the 1555 Yasek Loop address. An investigation at this residence is continuing by the Lincoln County Sheriff's Office.
 
As a result of the earlier search warrants LINT members and Lincoln County Sheriff's Office conducted a traffic stop Wednesday night at 9:30 p.m. on Yasek Loop near milepost 2 involving a 1997 Nissan Pathfinder. A search of the vehicle resulted in the seizure of an ounce of methamphetamine and 1,300.00 cash. ARMANDO YANEZ HERNANDEZ age 22, and JOSE LUIS HERRERA MATA, age 19, was arrested for Unlawful Delivery and Possession of a Controlled Substance - Methamphetamine.
 
Also later in the day LINT members traveled to the Portland Metro area where they continued their investigation from the earlier search warrants. LINT detectives met with the HIDT Drug Task Force team who assisted in the investigation.
 
At 10:12 p.m a traffic stop was initiated on a 2001 Ford Windstar Van near SE 102nd Avenue and SE Foster Road in Portland. A search of the vehicle yielded 2 ounces of methamphetamine and the arrest of RUBEN OSWALDO IBARRA-BUENO, age 40. A subsequent search of IBARRA-BUENO's residence led to the seizure of over a pound of marijuana and a firearm. He was lodged in the Multnomah County Detention Facility for Unlawful Delivery and Possession of a Controlled Substance - Methamphetamine and Marijuana.
 
The HIDTA Drug Task Force DRUG TASK FORCE (HIDT) is made up of members of the Portland Police Bureau, Oregon State Police, and the Immigration and Customs Enforcement.
 
LINT is comprised of members of the Oregon State Police, Lincoln County Sheriff, Lincoln City Police, and the Newport Police Department along with the Lincoln County District Attorney.
