OSP Troopers Arrest Cottage Grove Woman on Multiple Theft, Forgery, and Other Crimes

Following an extensive 7-month investigation conducted by Oregon State Police (OSP) patrol troopers from the Springfield Area Command office, two Cottage Grove residents were arrested Saturday on numerous felony and misdemeanor crimes. During the investigation, several victims were identified from whom one of the suspects unlawfully obtained and used their personal information for her benefit.
 
On February 12, 2011 OSP troopers arrested DELANYA DOOLEY CLARKSON, age 36, and RAYMOND CALVIN HUFFMAN, age 38, from Cottage Grove. CLARKSON was the main focus of the investigation that led to her arrest on 27 felony and 51 misdemeanor counts. HUFFMAN was arrested on two drug-related crimes.
 
The investigation started July 2010 when OSP received a report that someone had frequently used another person's credit card information. Trooper Michael Berland initiated the investigation and quickly identified CLARKSON as the suspect. In August, patrol troopers executed a search warrant at the residence she shared with HUFFMAN in Cottage Grove. CLARKSON was arrested at that time on an outstanding Identity Theft warrant out of Wasco County.
 
A search of the residence revealed a large amount of evidence of other financial crimes, along with multiple drug and weapon offenses. Troopers seized firearms, marijuana, methadone, financial documents, computers and other evidence.
 
During the next six months, investigating troopers identified and interviewed several victims. Some of the victims were unaware that CLARKSON had unlawfully obtained and used their personal information after she often took advantage of kindness from others to exploit opportunities. After obtaining personal information from the victims, CLARKSON allegedly used the information for her personal gain.
 
Following their February 12th arrest, OSP lodged CLARKSON and HUFFMAN in the Lane County Jail on the following charges:

  • Possession of a Controlled Substance – Schedule II
  • Forgery in the First Degree
  • Criminal Possession of a Forged Instrument in the First Degree
  • Identity Theft (16 counts)
  • Theft in the First Degree (2 counts)
  • Felon in Possession of a Firearm (2 counts)
  • Theft in the Second Degree
  • Fraudulent Use of a Credit Card (40 counts)
  • Forgery in the Second Degree (4 counts)
  • Criminal Possession of a Forged Instrument in the Second Degree (3 counts) • Negotiating a Bad Check
  • Theft of Services (2 counts)
