Fugitive Sex Offender Arrested Following Escape and Fight with State Troopers

A convicted sex offender wanted out of King County, Washington was arrested by Oregon State Police (OSP) troopers following a Portland-area traffic stop during which he attempted to escape and fought with troopers.
On February 17, 2009 at approximately 12:35 a.m. an OSP trooper stopped a 2003 Honda Accord in a Portland-area parking lot on SE Stark Street near SE 94th Avenue related to a speed violation on Interstate 205. Upon contact with the driver identified as KEITH DE ANGELO NEAL, age 19, from Federal Way, Washington, the trooper ran a wanted check and learned NEAL had an outstanding warrant out of King County for Failing to Register as a Sex Offender.
Another OSP trooper responded to assist. When one handcuff was placed on NEAL's wrist he pulled away and attempted to run. NEAL fought with both troopers for about one minute before being taken into custody as Portland police officers were arriving to help.
Both troopers received minor injuries not requiring medical attention.
NEAL was initially taken to Portland Adventist Hospital to be examined for complaints of possible injury. After the examination NEAL was transported to Multnomah County Justice Center and lodged as a Fugitive From Justice, Escape in the Third Degree, and Resisting Arrest. He was also cited for Minor in Possession of Alcohol and Exceeding the Posted Speed Limit to wit: 77 mph in a 55 mph speed zone.
