An Oregon State Police (OSP) Fish & Wildlife Division investigation into the killing and waste of several cow elk in the northeast Oregon Wenaha Unit led to eight people being cited for numerous wildlife-related offenses.

In February 2009 Senior Trooper Mark Knapp, OSP - Enterprise, received a report of two individuals who had killed several cow elk in the Wenaha Unit and wasted at least two of them. The initial information indicated this occurred during December 2008.

During the investigation, Senior Troopers Daren Chandler and Knapp located two wasted elk and recovered bullets from both scenes. After developing suspects in the case, they were able to determine that six elk had been shot on the same property but only four were retrieved. They also determined four of the elk were killed by one suspect who borrowed three tags to cover the killed elk, another elk was not tagged, and one additional elk was killed by a suspect that did not possess a tag and subsequently was left to waste. Investigators were unable to determine who killed the sixth elk that was also left to waste. After the elk were cut and wrapped, the meat was distributed to other people.
