The multi-agency investigation into Tuesday night's non-fatal officer-involved shooting in rural Umatilla County is continuing. In compliance with SB 111 protocol established for deadly force investigations in Umatilla County, the multi-agency investigation involves Oregon State Police, Umatilla County Sheriff's Office, Pendleton Police Department, Hermiston Police Department Umatilla Tribal Police Department, Milton-Freewater Police Department, and Walla Walla County Sheriff's Office. The Department of Justice and Umatilla County District Attorney's Office are assisting investigators.
The officer-involved shooting occurred March 22, 2011 at approximately 7:28 p.m. when OSP Trooper Ryan Sharp and Umatilla County Deputy Morgan Dunlap encountered a man armed with a rifle while they were investigating and searching for a driver involved in an earlier traffic crash near Tollgate. The man, identified as MICHAEL THOMAS SUMMERS, age 52, from Milton-Freewater, was shot three times and is now being treated in the intensive care unit at Oregon Health Sciences University in Portland. SUMMERS had a federal Parole Violation warrant for his arrest related to a previous weapons offense.
Any further information will be released only with the approval of the Department of Justice and Umatilla County District Attorney's Office.
Both officers remain on paid department leave pending the investigation.
