OSP Traffic Stop Leads to Over 11 lbs. of Marijuana, Arrest of Two Iowa Men - Highway 395 in Lakeview

Two Iowa men were arrested last Wednesday when an Oregon State Police (OSP) trooper's traffic stop in the Lakeview area led to the discovery of more than 11 pounds of marijuana. The OSP Drug Enforcement Section is continuing the investigation.

On March 23, 2011 at approximately 1:20 p.m. an OSP trooper stopped a 1995 Volkswagen Jetta displaying Iowa license plates on Highway 395 near milepost 142 after seeing the car pull out of a gas station and nearly being involved in a traffic collision. The two occupants were identified as driver LEE WALFRID CHAPMAN, age 36, and passenger SETH KELLEY ELKIN, age 28, both from Decorah, Iowa.

Subsequent investigation during the traffic stop led to the discovery of nearly 11 1/2 pounds of marijuana concealed inside the car's trunk. The estimated value of the seized marijuana is over $28,000.

Both men were arrested and lodged in the Lake County Jail for Unlawful Possession and Distribution of a Controlled Substance - Marijuana.
