LINT Team Arrests Two on Heroin and Other Charges; Child Taken Into Protective Custody

Two Newport-area residents were arrested last week by the Lincoln Interagency Narcotics Team (LINT) when an investigation led to the seizure of heroin, other evidence and information that they allegedly injected heroin in the presence of a 9-month old child. The child was taken into protective custody by the Department of Human Services.
 
On April 4, 2012 a search warrant was served by LINT with the assistance of Oregon State Police (OSP) and Newport Police Department at a Newport residence. Detectives located approximately 3 grams of heroin and other evidence leading to the arrest at the residence of KARI COLLINS DAVIS, age 30, for several charges including Unlawful Possession of a Controlled Substance - Heroin, Child Neglect, and Endangering the Welfare of a Minor. Her 9-month old son was taken into protective custody and she was lodged in the Lincoln County Jail.
 
Later that date, further investigation led LINT detectives looking for an adult male resident. Acting on a tip, the male identified as CARL E. WINSLOW, age 43, was found in a vehicle parked at a local business. WINSLOW was arrested and found in possession of approximately 10 grams of heroin. He was lodged in the Lincoln County Jail for Unlawful Possession and Deliver of a Controlled Substance --- Heroin, Child Neglect, and Endangering the Welfare of a Minor.
 
LINT is comprised of members from the Lincoln County Sheriff's Office, Lincoln City Police Department, Newport Police Department, Oregon State Police and Lincoln County District Attorney's Office. The investigation is continuing.
